- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate Small Businesses, HUBZone, 8(a), Women-Owned Small Business, or Service Disabled Veteran Owned Business contractors for the following proposed work: Contract work consists of a base bid to place approximately 2,000,000 cubic yards of beachfill, along the Atlantic Ocean coastline of Absecon Island, Atlantic County, New Jersey. The project area encompasses the municipalities of Ventnor, Margate and Longport. The contract work may also consist of separate options to place additional amounts of beachfill per option, if awarded, in locations within and outside of the Base bid areas. The project work for the Base Bid and Options, if awarded, also may include, in addition to beachfill: the construction or repair of pedestrian, vehicle, and handicap dune crossovers; planting dune grass; providing sand fencing; the repair or extension of existing storm water outfalls; and the relocation or removal of various existing structures to accommodate the beachfill and dunes. The beachfill material for this contract must come from the authorized borrow area located approximately 2 - 3 miles offshore of Absecon Island in the Atlantic Ocean, as designated on the contract drawings that will be included in the solicitation. Award of a firm fixed price contract is anticipated in March 2014. Contract duration is approximately 120 calendar days and estimated cost range is between $10,000,000 and $25,000,000. Performance and Payment bonds will be required for 100% of contract award. NAICS for this project is 237990 and the size standard is $33.5 million. Responses to this sources sought announcement will be used by the government to make appropriate acquisition decisions. All interested Small Business, HUBZone, 8(a), Women-Owned Small Businesses, or Service Disabled Veteran Owned Business contractors should submit a narrative demonstrating their experience in similar scope, complexity and value. Capability statements should include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects (scope, complexity and value), completion dates, references and contract amount.
