This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotes (RFQ), and combines the incorporated provisions and clauses in effect through FAC 2005-70 (Sep 2013). The Solicitation Number for this RFQ is AG-9A63-S-14-0003. This is a short response time requirement due to anticipated weather changes, if no offers are received by response due date this solicitation may be extended. The Stanislaus National Forest -2013 Rim Fire Burned Area Emergency Response (BAER) is establishing a short term Blanket Purchase Agreement (BPA) - Commercial Items for the period of November 1, 2013 through 14 January 2014 for miscellaneous rock material deliveries to multiple locations. Location Map is pending, see Attachment 1. It is anticipated that multiple BPA awards will result from this announcement. There is no minimum guaranteed delivery/ purchase for any awardee. The NAICS code for this requirement is 484220- Specialized Freight (except Used Goods) Trucking, Local. The small business size standard is $25.5 Million. This procurement is 100% Total Small Business Set-Aside with additional restrictions as follows: The government anticipates the purchase and delivery of approximately 5000 tons of various road base and rip rap materials to be used in the restoration of approx. 300 miles of road within the Rim Fire Burn. There are four stockpile locations. Offers will only be solicited from businesses in the following California Counties: Calaveras, Tuolumne, Mariposa and Alpine, pursuant to FAR 26.202 Local Area Preference. The Rim Fire was a declared a Federal Disaster Area on August 17, 2013, Declaration FM-5049, California Rim Fire. Please see clauses 52.226-4 and 52.226-5.
