- This is a Sources Sought announcement only. This request for information is for planning purposes only and SHALL not be considered as Request for Proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. NO FORMAL solicitation document exists at this time. Technology Applications Office (TAO) and the United States Army Intelligence and Security Command (INSCOM) is currently seeking approved participants in the SBA 8(a) Business Development program capable of providing the necessary management, resources, and technical expertise to provide Information Assurance, Technology Service Desk Support, Asset Management, and Telephone Installation Support to HQ INSCOM and associated organizations. TAO is issuing this notice as a means of conducting market research to identify parties having an interest in, and the resources to support, the Information Management and Service Desk Support for Headquarters (HQ) INSCOM, and subordinate units. The results of this market research will contribute to solidifying the acquisition strategy and determining the method of procurement. All personnel performing work under this acquisition will require at a minimum TS/SCI security clearance. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541519, Other Computer Related Services. Location & Work Environment: The place of duty for this requirement will be eighty percent at INSCOM located at Ft Belvoir, VA and the surrounding area. The remaining locations are within the continental US (CONUS) with a few positions in Hawaii and Korea. All work will take place within a secure office building with controlled access. Employees are located in separate offices or cubicles, supported by networked or stand-alone Command, Control, Communications, Computers and Information Management (C4IM) Systems (unclassified and at various classification levels). Facilities contain rooms configured to serve as data and/or communication centers. The working environment typically requires controlled access to classified information and many of the work locations are within Sensitive Compartmented Information Facilities (SCIF) and in some cases, Special Access Program (SAP) facilities. The facilities are used to process, store, and provide intelligence data to National Command Authorities, members of the Intelligence Community (IC). A typical supported site may include commercial off-the-shelf (COTS)/government off-the-shelf (GOTS) hardware and software; COTS/GOTS communication equipment; C4IM Systems including: Local, Metropolitan, and Wide Area Networks; storage devices, workstations, laptops and servers (of different types, such as email and Web servers); printers, copiers, scanners, and facsimiles; digital senders, Blackberry phones and related support devices necessary for the sites' effective operation. Scope: The scope of this requirement includes the totality of C4IM System capabilities owned, operated, and managed by each site. Included in this scope are the Local Area Networks (LANs) (comprised of copper and/or fiber network media) that reside within the physical spaces controlled by the site and the systems the organization takes with it when deployed or travelling in support of other mission requirements. The historic staffing levels for all areas are approximately 85 personnel. Constraints: The following are some of the constraints that impact the performance of the services under INSCOM Service Desk Support acquisition: Top Secret/Sensitive Compartmented Information (TS/SCI). AR 715-9, Operational Contract Support Planning and Management. DODI 1100.22, Policy and Procedures for Determining Workforce Mix. Only 8(a) Small Businesses will be considered. In an effort to maximize small business participation, ONLY 8(a) small business concerns will be considered and are encouraged to respond to this Sources Sought Notice in order to assist in determining the potential levels of interest, competition, and technical capability to provide the required services. Responses must clearly demonstrate the company's ability to provide the contemplated services as described in the scope of this notice. Sources Sought Response: Interested 8(a) small business concerns that consider themselves qualified to this level of services described in this document are invited to submit a Capabilities Statement. The Capabilities Statement should include the following: a) Organization name and address, e-mail address, business size, telephone number and CAGE code; b) Tailored Capability Statement addressing: 1.Interest to perform the required services; 2.Appropriate documentation supporting organizational and staff capability to execute the requirements as stated. Statements shall demonstrate an ability to perform contracts/task orders of similar size, scope, and complexity; and the ability to hire and retain cleared personnel with the required skills and experiences; 3.If significant subcontracting or teaming is anticipated in order to deliver management structure of such arrangements. Capabilities Statements are limited to 5 pages. The government plans to evaluate the provided information to ascertain the potential market capacity to: Provide services consistent in scope and scale with those described in this notice and as otherwise anticipated; Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; Demonstrate experience in maintaining a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation of a similar complexity. Provide personnel with security clearances? Possess a Defense Security Service Security Clearance? If so what level? Provide experience in DoD Information Assurance certification and accreditation experience. This notice should NOT be construed as a request for proposal or any obligation on the part of the U.S. Government. No award will be made from this announcement.
