The information gathered will be used to identify existing market capabilities and potential sources that may possess the expertise, capabilities, and experience to meet the requirement. NOTICE: This is not a solicitation or a commitment by the Government. Responding is strictly voluntary, and may not ensure participation in future solicitations or contract awards. Program-related inquiries should be directed to the contracting officer or specialist defined below: - Rudy Wiechert, Procurement Contracting Officer 781-225-9472, Rudy.Wiechert@hanscom.af.mil - Devin Ray, Contract Specialist 781-225-0370, devin.ray@hanscom.af.mil 1.4 PURPOSE This Sources Sought Synopsis is issued in order to determine potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement to provide Contractor Engineering and Technical Support (CETS) to the Royal Saudi Air Force (RSAF) for the technical support of Command, Control, Communications, Computers, and Intelligence (C4I) and Cyber Security related systems for a period of three (3) years (Sep 2014 - Aug 2017). Interested contractors should have substantial experience addressing the unique engineering and technical challenges present within the Kingdom of Saudi Arabia. Additionally, contractors need to have an understanding and experience with the Saudi Arabian labor laws and living conditions. Contractors need to have the ability to rapidly mobilize personnel and required support upon award, as well as the ability to manage and support a stable workforce for the duration of the anticipated contract. 1.5 ACQUISITION PLAN The Government will evaluate the market survey results, define an acquisition strategy and conduct an anticipated full and open competitive source selection. This synopsis does not constitute a guarantee that any future solicitation will be posted for these requirements. 2.0 ACQUISITION SUMMARY The anticipated requirement is for highly-educated engineers and specialists who have considerable experience in various systems and technologies employed by RSAF's C4I and cyber security related systems. The Government anticipates seeking a qualified company capable of providing personnel who have considerable experience in the integration, installation, and deployment of net-centric cyber security and C4I systems. The new personnel will advise and provide technical assistance to the RSAF in solving the most difficult and challenging problems beyond the expertise and abilities of the day-to-day technicians and assist RSAF in planning technology advancements to improve their C4I and cyber-security capabilities. The liaison officer will facilitate communications between the RSAF, the USAF, and personnel filling positions under the contract while also addressing risks and issues of interest to interested parties. 2.4 CONTRACTOR PROVIDED SUPPORT SERVICES Interested contractors will need to arrange for and provide the following support for all personnel working under this effort: • Mobilization / De-Mobilization support to move personnel and family members into and out of country (including all required paperwork, passports, igamas, visas, etc.) • Western-style / compound housing for all personnel and their families, one villa per employee / family • All transportation requirements for personnel and their families • Security for all personnel and their families • Medical and Dental care for all personnel and their families • Education (K-12) for dependents accompanying the employee in Kingdom • Work-related computers and related peripherals with periodic technical refresh for each position 2.5 CONTRACT DURATION & STRUCTURE The Government anticipates this effort will have a three year Period Of Performance (POP) for the 40 core positions and a one-year basic period of performance and two one-year option periods for the C4I-Cyber Security related positions. The Government anticipates award of the contract in time to allow for mobilization prior to the POP. The Government anticipates the majority of this contract's value will be within Firm Fixed Price CLINs. A Government savings clause will apply to all unfilled positions. Limited use of Cost Reimbursable CLINs and an overtime Time & Material CLIN are also anticipated. 3.0 FULL REQUIREMENTS The Government intends to utilize responses to this announcement to assist in the refinement and modification of applicable program requirements. The final RFP if issued will include detailed position descriptions for each position to be filled.
