Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Business; e.g., Large Business, Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other small businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name, (b) address, (c) point of contact, (d) phone, fax and email, (e) DUNS number, (f) Cage Code, (g) Tax ID number, (h) type of business, e.g., Small Business, Veteran owned, etc. (i) a description of any GSA Schedule contracts held, and (j) a capability statement that addresses qualifications and ability to perform as a contractor for the work described below. The U.S. Health Care System has transitioned from hardcopy medical references to electronic medical reference databases. Clinical providers in the VA Southwest Health Care Network (VISN 18) which includes 7 locations (Phoenix AZ, Prescott AZ, Tucson AZ, Albuquerque NM, El Paso TX, Amarillo TX, Big Springs TX) require online web access to searchable medical references for quick and easy retrieval of up to date and evidence based drug and medical information for health care providers and patients. Electronic medical references reduce the need for multiple individual hard copies of expensive resources. This method provides a more efficient manner of retrieving medically necessary information to meet the clinical mission of serving Veterans within the VA Southwest Health Care Network, VISN 18. The contractor must provide 24/7 license rights for immediate access to multiple simultaneous users from any web-enabled computer to employees in facilities/offices of the VA Southwest Health Care Network, VISN 18 for deliverables Brand Name or Equal to or exceeding the electronic medical reference currently in use, UpToDate, by Wolters Kluwer. The database shall allow multiple simultaneous users via one interface and one search platform, evidence based disease state with extensive information on the following specialty areas: Adult and Pediatric Emergency Medicine Adult Primary Care and Internal Medicine Allergy and Immunology Anesthesiology Cardiovascular Medicine Dermatology Endocrinology and Diabetes Family Medicine and General Practice Gastroenterology and Hepatology General Surgery Geriatrics Hematology Hospital Medicine Infectious Diseases Nephrology and Hypertension Neurology Obstetrics, Gynecology and Women's Health Oncology Palliative Care Pediatrics Psychiatry Pulmonary, Critical Care and Sleep Medicine Rheumatology Database shall provide tools to ensure the VA Southwest Health Care Network staff has robust resources to provide safe and effective health care to Veterans. At minimum, the reference shall provide: User friendly login and search engine Efficiency, timeliness, and ease of navigation through search results Disease state summary, management, treatment recommendations Comprehensive disease state information, management, treatment Summary of new or changing therapies Link to full text articles Tools to aid in information retrieval assessment (i.e., medical calculators, tables, graphics, etc.) Patient Information Newsletters for physicians and nurses Platform to easily record, track, and redeem Continuing Medical Education (CME) Ability and ease of remotely connection Peer review expert opinion The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The North American Industry Classification System (NAICS) code for this acquisition is 511210 ($35.5 million). All offerors who provide goods or services to the U.S. Federal Government must be registered in the System for Award Management (SAM) located on the web at https://www.sam.gov/portal/public/SAM/. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation for this project must b11e registered with the Department of Veterans Affairs, Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All interested offerors should submit their qualifications by email to: Tim Harris (Timothy.Harris5@va.gov) no later than Tuesday, November 12, 2013 at 1:00pm local (Tucson, Arizona) time.
