- Modification to SSN for the UH-72A Lakota Synthetic Flight Training System (SFTS) Request for Information (RFI) dated 02 August 2013 This posting gives notice to all the Questions that have been received to date and the corresponding answers received by the Government. All remaining terms and conditions of this posting shall be unchanged. 1. Does the Government intend to provide any GFE aircraft components? Answer: No the Government will not provide any GFE. 2. Spec. Pg 24Spec states quote mark Pilot and CP position seats shall consist of actual UH-72A aircraft seats. quote mark In order to satisfy the 'motion seat' requirement in 2.3.2.1.3, it may be necessary to use a replica. Is this acceptable to the Government? Answer: The specification will be revised. The use of actual aircraft seats will not be required. 3. Spec. Pg 2, Paragraph 1.3 - GFI The most current version of the UH-72A flight model and engine model will be provided as GFI. What is the source of this software? Is it proprietary? Does it require any specialized software tools to use, modify, or integrate? Does it have accompanying documentation? Has it previously been qualified at FAA Level 6? Answer: All questions reference the flight, aero, and engine models are TBD at this time. 4. General, Will the Government consider providing the GFI along with the RFP to qualified bidders? Answer: No the Government will not provide any GFI at RFP release. 5. Spec. Pg 30, 2.3.2.2.1.3 Visual Scene Simulation The latency requirement is based on a specific technology. Does the Government intend the requirement to drive the use of specific type of visual display system? Answer: The specification will be revised. Latency requirements are identified in (CFR) Title 14 Part 60, Table D1A for level 6 FTDs. 6. Spec. Pg 302.3.2.2.1.3 Visual Scene Simulation The display resolution requirement is based on a specific technology. Does the Government intend the requirement to drive the use of specific type of visual display system? Answer: The specification will be revised. Resolution requirements are identified in (CFR) Title 14 Part 60, Table D1A for level 6 FTDs (6.a.7). 7. Spec. Pg 312.3.2.2.1.3 Visual Scene Simulation quote mark The visual environment shall correct for display parallax. It shall support the pilot and CP's ability to perceive depth so they can estimate the distance to objects through the visual scene displays. quote mark This requirement demands the use of a collimated display system. Is this what the Government intended by the requirement? Answer: The specification will be revised. Parallax requirements are identified in (CFR) Title 14 Part 60, Table D1A for level 6 FTDs (6.a.4). 8. Spec. Pg 312.3.2.2.1.3 Visual Scene Simulation quote mark The daylight visual scene shall be an element of the 'total daylight' cockpit visual environment where the dynamic level of cockpit illumination is taken into account. In particular, the UH-72A SFTS cockpit's ambient lighting shall be dynamically consistent with the displayed visual scene as a function of the TOD illumination level...... Further, the ambient illumination shall not fall below a brightness level of five (5) foot-lamberts (fL) as reflected from a white piece of paper located at knee height at the pilot or CP stations. quote mark This requirements in this paragraph are conflicting. Please clarify the requirements stated in this paragraph. Answer: The specification will be revised. Lighting requirements are identified in (CFR) Title 14 Part 60, Table D1A for level 6 FTDs. 9. Spec. Pg 332.3.2.3 Synthetic Environment Simulation quote mark The UH-72A SFTS design shall be compliant with the standards for OneSAF, SE Core TDBs, SE Core CM2, and SE Core VDIS. quote mark Please specify the standards the Government is referring to. Answer: Additional information will be provided in a draft RFP release. 10. Spec. Pg 332.3.2.3 Synthetic Environment Simulation quote mark The AVCATT OneSAF shall be upgraded as required to provide operational interaction and synthetic environment as well as communication and wingman representation of the UH-72A aircraft. The AVCATT OneSAF shall be updated as required to add and modify the behaviors for all UH-72A aircraft configurations for all training tasks in all operational modes. quote mark Does the Government require the contractor to maintain a technical interface with the developer of the AVCATT UH-72A Upgrade - which is also adding and modifying the behaviors for all UH-72A aircraft configurations for all training tasks in all operational modes - in order to avoid duplication of effort and to share advancements made during development? Answer: The Government does not quote mark require quote mark the contractor to maintain a technical interface. Additional information may be provided at RFP release concerning efforts to reduce duplication. The SOW will define the requirements and tasks necessary to maintain commonalty between the SFTS and AVCATT and also to ensure proper handover of the software back to the SE Core and OneSAF programs. 11. Spec. Pg 33 2.3.2.3 Synthetic Environment Simulation quote mark The UH-72A SFTS shall use the SE Core CM2 models for all model representations. Note that the SE Core CM2 library does NOT include human life-forms. Any required human life-forms necessary to meet the requirements of this specification and the UH-72A SFTS training tasks shall be included in the system and shall be compatible with the SE Core VDIS, MEL, and OneSAF. quote mark Will the Government be able to detail the type(s) and behavior(s) of life-forms required to meet the requirements of the specification? Answer: Interested contractors should determine if their solution requires life-forms in order to train the tasks identified. Behaviors for those chosen life-forms will be determined and proposed by the contractor. Also, If the contractor proposes to add a human life-form or any other moving model that currently is not supported in OneSAF, that contractor will be required to add those behaviors necessary for that life-form. 12. Spec. Pg 342.3.2.3.6 Database Compatibility quote mark It is expected that the SE CORE databases will be compatible with all Natural Imagery and Mapping Agency (NIMA) and Digital Aeronautical Flight Information File (DAFIF) formatted maps used by the UH-72A for mission planning systems, e.g., Aviation Mission Planning System (AMPS). quote mark Is there an implied requirement the Government would like to articulate? Answer: Specification will be revised. 13. Spec. Pg 352.3.2.3.8 Software Models and Special Effects quote mark The UH-72A SFTS simulation may use software modeling approaches to support real world representation of entity visual characteristics and performance attributes; sensor performance; targets and forces visual and performance attributes; and necessary special and other effects. quote mark Is there an implied requirement the Government would like to articulate? Answer: The specification will be revised. 14. Spec. Pg 382.3.3.3 Control and Monitor UH-72A SFTS Scenarios in Real Time quote mark UH-72A SFTS scenarios shall be able to be controlled and monitored in real time through the IOS and/or the OneSAF workstation. This capability shall be separate from the processes used to develop UH-72A SFTS scenarios or for the overall control and monitoring of UH-72A SFTS systems and subsystems. Pg 402.3.3.4 Support Role Playing and a UH-72A Additional Integrated Player (AIP) quote mark The AIP shall be provided with the same operational capabilities as the UH-72A SFTS to include digital messaging and audio communications capabilities. quote mark It is not reasonable in this context to provide the AIP with 'the same set of operational capabilities as the UH-72A SFTS'. Please specify exactly which operational capabilities the Government would like the AIP to have. Answer: The specification will be revised as follows: quote mark The AIP shall have the same digital messaging and audio communications capability as the SFTS quote mark. 16. Spec. Pg 40 Support Conduct of After Action Review Table 8: quote mark Display contents of the displays at pilot/CP positions via a dedicated monitor viewable from the pilot/CP positions. quote mark The requirement implies the AAR will be conducted with the Pilot and CP inside the cockpit, using dedicated AAR monitors somewhere nearby. This conflicts with the requirements to provide a realistic representation of the cockpit layout and out the window scene. Please clarify the requirement. Answer: The specification will be revised as follows: quote mark Display contents of the pilot/CP MFD via a dedicated monitor quote mark. 17. Spec. 1.3. Does the provided flight model include the Auto Pilot Management System (APMS)? Answer: TBD, to be defined in a draft RFP release. 18. Spec. 1.3 Does the provided engine model include the rotor and drive system? Answer: TBD, to be defined in a draft RFP release. 19. Spec. 1.3. Can the Government provide more specific information on what OFP(s) are to be provided? Answer: The specification will be revised to state quote mark use of the aircraft OFP is acceptable however it will NOT be provided as GFI. quote mark 20. Spec. 2. Will the Government be providing UH-72A flight test data to validate the performance parameters of the SFTS devices IAW Qualification Performance Standards for Helicopter Flight Training Devices, 14 CFR Appendix D, Part 60? Answer: No the Government will NOT be providing UH-72A flight test data as GFI. 21. Spec. 2.3.2.1.3 would indicate that the Government prefers G-Seats to provide motion cueing vs. a low profile motion base solution, can the Government validate this assumption? Answer: Yes G-Seats are required to provide motion cueing. 22. Spec. 2.2.1.1.1 states quote mark The SFTS trailer shall be powered from site power or from its generator. quote mark This would indicate that the trainer requires its own generator. Can the Government confirm that the SFTS needs to be provided with or without a generator. Answer: Yes the trainer requires its own generator.
