Description
This Indefinite Delivery Indefinite Quantity (IDIQ) was awarded as a single-source IDIQ contract to the Johns Hopkins University Applied Physics Laboratory (JHU/APL) University Affiliated Research Center (UARC) with an ordering period of one year plus two one-year optional ordering periods for an estimated contract value of $9,000,000. JHU/APL's UARC will provide technologies for the interdiction of Chemical/Biological/Radiological/Nuclear/High-Yield Explosive (CBRNE) Material. DTRA will leverage off the core competencies of JHU/APL's UARC to resolve specific critical challenges identified on individual task orders. This IDIQ contract contains Cost and Cost Plus Fixed Fee (CPFF) type line items (CLINs) to accommodate Research and Development efforts of a nature that involves uncertainties in contract performance and does not permit costs to be estimated with sufficient accuracy to use a fixed-price order. This IDIQ was awarded as a non-competitive action. The Justification for Other Than Full and Open Competition will be posted separately under FedBizOpps. The statutory authority for this non-competitive action is: 10 U.S.C.2304(c)(3), as implemented by FAR 6.302-3, Industrial mobilization; engineering, developmental, or research capability; or expert services. Per FAR 6.302-3(a)(2)(ii), Full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. As a DoD-chartered UARC, JHU/APL has maintained core competencies that create the essential engineering, research and development capabilities required to meet DoD agencies' mission needs. The scope of DTRA's requirements fall under the core competencies of JHU/APL's UARC.
