Description
The Veterans Health Administration has a requirement for Cardiac Surgery Services (specifically open heart surgery services) under the Enhanced Medical Sharing Authority, Title 38 U.S.C. 8153 implementing Public Law 104-262 in accordance with VHA Directive 1663 for executing medical service contracts. The services are to be performed for the Nebraska-Western Iowa Health Care System NWIHCS). This solicitation covers both medically stable (elective) and non-medically stable (emergency) cases, as determined by the referring cardiologists The contractor shall provide Cardiac Surgical services to include a fully credentialed and privileged, board certified/board eligible Cardiac Surgeon (with VA privileges) to perform the requirements of the contract. Contractor will submit a plan including (1) pricing proposal (2) provisions for back-up coverage 24/7, 365 days a year, (3) provisions for handling emergency cardiology consults if the primary cardiac surgeon is unavailable/in operating room, etc., and (4) plan to ensure that non-emergency surgical procedures are completed in 14 business days. Back-up cardiac surgeons must be board certified/board eligible (with VA privileges). The average annual number of procedures performed is approximately 80. The type of contract is anticipated to be an Indefinite Delivery Indefinite Quantity (IDIQ) Requirements contract. The length of the contract is anticipated to be 5 years - one base year with four one year options. All services performed under this contract shall be billed by the contractor under the applicable DRG/CPT Medicare codes as defined in the contract. There will be no other billable costs under this contract. DRG pricing will be paid at a percentage of Nebraska CMS allowable rates (using CMS inpatient pricing) for Base and each option year. CPT codes (professional component only), will be reimbursed on a percentage of current Nebraska Centers for Medicare and Medicaid Schedules (CMS) Physician Fee Schedule rates for Base and each option year. It is anticipated that this contract will be awarded April 1, 2014 and be effective until March 31, 2019 if all options are exercised. The solicitation documents will be available on or about December 15, 2013 or shortly thereafter and will be posted via the Federal Business Opportunities website. Prospective offerors should not expect notification of issuance of amendments other than via the Federal Business Opportunities website and are responsible for obtaining all amendments as posted. Prior to submission of a proposal, offerors are expected to read the solicitation documentation in its entirety to fully understand the scope of work, terms, and conditions of the requirement(s).
