- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-13-T-0135. This acquisition is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. (iv) The associated NAICS code is 334519. The small business size standard is 500 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: One (1) turnkey Alternating Current (AC) dynamometer system, in accordance with salient characteristics below. (vi) Description of requirements: Salient Characteristics 1. The Contractor shall provide a turnkey AC (Alternating Current) dynamometer system to the Vehicle Technology Directorate of the Army Research Laboratory in Building 4603, Aberdeen Proving Ground (APG), MD 21005. The Contractor shall ensure the system meets the following minimum requirements: 1.1. The system shall include one (1) dual-ended, high dynamic, low inertia AC dynamometer with frequency stability of 50/60 Hz +/-1%, voltage stability of 400/480 VAC +/-10%, maximum speed of greater than 10,000 rpm, maximum torque of at least 500 Nm up to 4,000 rpm, and 190 Nm at 10,000 rpm, maximum power of at least 220 kW at 4000-8500 rpm, forced air cooling, shaft encoder with one (1) degree resolution, air filter, and mounting base. The Contractor shall specify the torque and power overload capabilities of the dynamometer. The Government shall provide the bed plate specification to match the dynamometer mount within seven (7) days after contract award. 1.2. The system shall include one (1) AC regenerative drive with forced air cooling, a shielded and grounded isolation transformer, speed and torque-controlled mode capability with smooth mode change during operation. 1.3. The system shall include one (1) rack-mount digital dyno controller with the control and manual operation capability, rate up to 1 kHz. The dyno controller shall be remotely interfaced with the AC dynamometer using high-speed Ethernet or RS232. The Contractor shall provide the Ethernet or RS232 protocol and an interface LabView driver to the Technical Point of Contact (TPOC) within two (2) weeks of contract completion. The Contractor shall also provide the interface software to control and monitor the dynamometer on the desktop computer. 1.4. The system shall include a rack-mount test bed and monitoring system. The system shall provide the real-time control (minimum torque and speed), manual and automatic operation of the dynamometer and an engine at rates up to 1 kHz, dynamometer safety monitoring such as front and rear bearing over-temperature condition, motor winding over-temperature, and cooling air inlet temperature. This unit shall be interfaced with the dynamometer via Ethernet. The system shall provide the interface capability using Ethernet and/or RS232 with the Government-owned LabView-based data acquisition and control (DAC) system. The system shall provide the monitoring of the test bed. The Contractor shall provide the protocol and an interface LabView driver to the TPOC within two (2) weeks of contract completion. 1.5. The Contractor shall provide one (1) in-line torque flange with integrated amplifier and required cables and connectors. 1.6. The Contractor shall provide a set of in-line torque meter calibration equipment including a calibration arm, required weights, and cables. 1.7. The Contractor shall provide two (2) drive shafts: one (1) for low-speed and high-torque and one (1) for high-speed and low-torque engines as listed in Table 1. The Contractor shall provide the required flywheel and dynamometer adapters, bolts, and nuts. The Government shall provide the required information for drive shaft selection such as bolt patterns on the engine side no later than seven (7) days after contract award. 1.8. The Contractor shall provide two (2) shaft safety guards for the drive shaft as shown in Figure 1. 1.9. The Contractor shall provide a boom box with a pedestal as shown in Figure 2. The pedestal shall have lockable casters for mobility. The boom box shall have multiple blank panels to adapt thermocouple, analog, frequency, and pressure transducers that can be modified to accept mass termination connectors to match existing installations or to meet special system requirements, and to install pressure transducers. 1.10. The Contractor shall provide all required signal cables, with a minimum length of forty six (46) feet, between the dynamometer and dynamometer drive. The contractor shall provide all required signal cables, with a minimum length of twenty (20) feet, between the dynamometer drive and the dynamometer controller. (Reference Figure 3 for approximate location of each piece of equipment.) 1.11. The Contractor shall provide sets of shielded flexible multi-core power cables including the cables between the dynamometer and the dynamometer drive, with a minimum length of forty six (46) feet. 1.12. The Contractor shall provide one mechanical throttle control unit which includes throttle actuator, stand, and remote operator control station. 1.13. The Contractor shall provide all other cables, wires, and connectors required to operate the dynamometer system. (Refer to section 1.10 and 1.11) 1.14. The Contractor shall travel to APG, MD for equipment and control wire connections, start-up, commissioning, and acceptance testing of the dynamometer system. Specifically, this task shall include project management and engineering, installation supervision (one (1) day onsite meeting with Government personnel, three (3) days for onsite supervision, one (1) day installation inspection, and phone support), commissioning with sufficient number of days, and acceptance testing. The scope of work shall not include the electrical and mechanical installation work. 1.15. The Contractor shall provide an onsite training session of the AC dynamometer system for up to five (5) individuals. 1.16. The Contractor shall provide all dynamometer application programs and hardware documents and DVDs to the Government. 1.17.
