Description
MARKET RESEARCH-- REQUEST FOR INFORMATION. NO SOLICITATION EXISTS. This advertisement serves to aid in determining market interest and capabilities for this prospective requirement. This is a SOURCES SOUGHT NOTICE for Market Research purposes ONLY. This information will be used to determine the availability of vendors capable of meeting the Government's minimum requirements and the availability of small businesses capable of providing this requirement. Potential sources must identify their business type (i.e., small business, large business, small disadvantaged business, 8(a) certified business, woman-owned business, etc). The NAVSUP Fleet Logistics Center Jacksonville (FLCJ) is conducting a market survey to determine the availability of vendors capable of providing a commercial off-the shelf (COTS) wearable device to reduce arm strain resulting from extended use of common hand tools above an artisan's shoulder (such as in over-the-head wing repair). The device will be attached to the artisan and reduce the work required by counteracting the tool's weight. This solution must meet the following, minimum specifications: 1) Lightweight 2) Portable 3) Not intrusive (must not pose a danger of injury or damage to artisan or equipment) 4) Wearable by attachment to the least amount of body area 5) Maintenance free 6) Reusable 7) Effective & Reliable (must not break after repeated use) 8) Counteract gravity It is anticipated that any resulting solicitation will be for a firm-fixed-price (FFP) contract, with a NAICS code of 333923 and size standard of 500. Vendors interested in responding to this sources sought notice shall provide the following, minimum information: 1) Technical capabilities statement that addresses the following: • Ability to provide commercial off-the shelf (COTS) wearable device to reduce arm strain and how functionality will meet or exceed the government's minimum requirements. Provide detailed description(s) of arm strain devices offered. • If above capability is non-existent, address ability to develop and fabricate such device meeting the minimum specifications above. The technical capabilities statement shall include a cover page containing the company's name, address, CAGE code, Duns number, years in business, affiliate information, parent company, joint venture partners, NAICS, business size/socio-economic status, government business point-of-contact name, phone number, and e-mail address. Additionally, the interested party shall provide a list of all current GSA/VA scheduled contracts (if applicable). The technical capabilities statement provided in response to this Sources Sought Notice is NOT to be considered a response to Request for Proposal (RFP) or Request for Quote (RFQ) in that no RFP/RFQ exists at this time. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses will not restrict the Government to a particular acquisition approach or be construed as a commitment by the Government. The Government will not pay for the information requested herein. Evaluation results will not be provided to contractors responding to this synopsis. No phone calls will be accepted. Responses shall be in writing and sent by email to Melissa Rodriguez, Melissa.rodriguez2@navy.mil; coutesy copy to Rogelio Soliman, Rogelio.soliman@navy.mil. Responses shall be submitted no later than 10:00am, Eastern Time, on November 8, 2013. NOTE: THIS IS A REQUEST FOR INFORMATION ONLY AND SHOULD NOT BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. NO REIMBURESEMNT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING A RESPONSE TO THIS REQUEST. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.
