- Sources Sought Notice #SGG42100 Maintenance of the EPAct State & Fuel Provider Database BACKGROUND Public and private vehicle fleets continue to be the subject of broad interest as a test bed for implementing and evaluating new vehicle and fuel technologies. Federal legislation, such as the Energy Policy Act (EPAct) of 1992, as amended, established a variety of requirements for certain fleets with one goal being to reduce the nation's petroleum consumption. The U.S. Department of Energy (DOE) implements these requirements for State and alternative fuel provider fleets through its Vehicle Technologies Office. These activities are described in more detail at: • http://www1.eere.energy.gov/vehiclesandfuels/epact. Based on its expertise with database and internet technologies and alternative fuel vehicles and laws related to them, the National Renewable Energy Laboratory (NREL) provides database and technical programmatic support to DOE in its efforts to enforce the transportation aspects of the EPAct. NREL provides technical, regulatory, and analytic support to these activities. NREL's role is to analyze and report on fleet progress on reducing petroleum usage, analyze and propose innovations to accelerate progress, and develop and provide tools and resources to enable fleets to meet and exceed their requirements. NREL also is responsible for managing the compliance database associated with the regulatory requirements. OBJECTIVE NREL is seeking individuals or organizations that have the required expertise to provide necessary support and assistance to NREL in the maintenance and implementation of the EPAct state and alternative fuel provider compliance database. These individuals or organizations will be tasked with specific projects or project elements to support NREL's annual operating plan. POTENTIAL TASK AREAS A. Possible tasks for this project may include: A.1 Record and maintain accurately, assuring data quality and completeness of submittals, all annual vehicle acquisition and other associated data and information state and alternative fuel provider fleets submit in accordance with EPAct alternative fuel vehicle regulatory and statutory requirements A.2 Maintain staff communications links with fleets (telephone hotline and email) to acknowledge receipt of fleet reports, resolve all data quality issues, absence of information, provide credit account statements, answer any questions related to annual fleet reporting, and draft relevant correspondence with fleets A.3 Perform customer outreach activities and provide guidance to fleets regarding data submittals, requirements, and annual reporting (advising fleets on submittal approaches and requirements; evaluating submittals; communicating directly with fleets) A.4 Create and execute a database security plan A.5 Participate in weekly meetings A.6 Submit periodic reports to NREL covering database growth, database security, data accuracy and consistency, fleet compliance, and outstanding issues A.7 Providing information for resolution of Freedom of Information Act requests A.8 Participate in the design and implementation of changes in the database system and associated online tools EXPERTISE A detailed accounting of skills related to the potential task areas listed above is requested from interested sources. Organizations or individuals responding to this Sources Sought Notice must possess some or all of the following capabilities, attributes, and skills, and must specifically address the activity(ies) to which their qualifications best apply: 1. The organization/individual will demonstrate a historical involvement with, and extensive knowledge of, the alternative fuels and/or vehicle industry, and EPAct regulations and related guidance materials. This includes demonstration of appropriate personnel with these attributes, knowledge, and preferred capabilities. 2. The organization/individual will show that it has significant background and experience in providing analysis of fuel consumption, alternative fuels, fleets and petroleum reduction approaches, and transportation issues. 3. The organization/individual will demonstrate its capabilities in receiving and managing data submitted via spreadsheets and/or web reporting forms; reviewing such submittals for accuracy and completeness; ensuring data quality assurance procedures are maintained; and analyzing the data in such submittals, including data related to AFVs and alternative fuel use, and petroleum reduction strategies. This may include technical and/or economic data. 4. The organization/individual will describe its abilities and expertise in the area of operating and managing a secure compliance database. The organization/individual will demonstrate its capabilities to review diligently all such data for completeness and conformance with pertinent regulations. 5. The organization/individual will describe its capabilities in the areas of contributing to revision, improvements, and updates to the compliance database and online tools, as well as proposed and final rules, guidance, and supporting documents, and generally supporting the DOE rulemaking process. The organization/individual will demonstrate knowledge of EPAct and the federal rulemaking process. 6. The organization/individual will demonstrate knowledge and skill with customer service via Internet, electronic mail, and telephone assistance; customer outreach; and communications and correspondence involving confidential or sensitive business information. Any organizations or individuals interested in working with NREL to provide technical assistance for the EPAct activities as described above must submit a brief list of qualifications by the response date 10/25/13. The qualifications submitted shall directly respond to the specific areas of expertise listed above. Telephone calls will not be accepted.
