Description
NATO Unaccompanied Baggage Draft Performance Work Statement (PWS) Sources Sought for Incirlik AB, Turkey NATO Unaccompanied Baggage (Official Mail Delivery Services) "This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement." DUE TO ARTICLE VI OF SUPPLEMENTARY AGREEMENT 3 TO THE DEFENSE AND ECONOMIC COOPERATION AGREEMENT (1980) BETWEEN THE UNITED STATES GOVERNMENT AND THE GOVERNMENT OF TURKEY, THE UNITED STATES AIR FORCE INTENDS TO AWARD THIS UPCOMING REQUIREMENT (ONCE FUNDED) TO A BUSINESS CONCERN WITHIN THE COUNTRY OF TURKEY. THEREFORE, PROPOSALS FROM BUSINESS CONCERNS OUTSIDE OF TURKEY WILL NOT BE CONSIDERED. 1. This sources sought is issued for informational and planning purposes only. Incirlik AB is conducting market research and desires input from industry to assist in requirements planning. The information requested by this sources sought will be used within the Air Force to facilitate that decision making processes and will not be disclosed outside of the agency. Please note: The Air Force will not be responsible for any cost incurred by interested parties in responding to this request. The 39th Contracting Squadron is interested in the identification of capable sources to provide NATO Unaccompanied Baggage (official mail services) in accordance with the attachments located within this sources sought. Item 0001 - Round-Trip Transportation of NATO Unaccompanied Baggage from Ataturk Airport, Istanbul to Incirlik Air Base, Adana Turkey. Item 0002 - Round-Trip Transportation of NATO Unaccompanied Baggage from Ataturk Airport, Istanbul to Ankara Office of Defense Cooperation, Turkey. Item 0003 - Round-Trip Transportation of NATO Unaccompanied Baggage from Ataturk Airport, Istanbul to Izmir Air Station, Turkey. Please include in your responses to this sources sought the following information: - Technical capability of performing official mail delivery services within the country of Turkey. - Any recent past performance (within three years) of similar type delivery services as described in the attached PWS. 2. Capability of furnishing the items requested: Capability information should confirm the ability to supply all workers, access to vehicles, and other requirements as listed in the attached "draft" Performance Work Statement (PWS) dated 20 Sep 2013. The capability package must be clear, concise, and complete to allow for the Government to analyze the contractor's capability to meet the requested requirement. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this sources sought. 3. Submission of Information: Written response by e-mail is requested. Responses should be addressed to TSgt David Wright, Contract Administrator, at david.wright.38@us.af.mil. Responses must be received by this office on or before 4 p.m. Eastern European Time 15 October 2013. This request for information is not a commercial solicitation and the Government will not pay for any information submitted, or for any costs associated with providing the information. 4.
