Description

AMENDED NOTICE: Department of Veterans Affairs, North Florida/South Georgia Veterans Health System, Malcom Randall VA Medical Center, Gainesville, Florida, will be soliciting, with the intention of awarding, a firm fixed price contract for the UPGRADE ELECTRICAL UTILITIES, PHASE 3 project. The project is located at the Malcom Randall VA Medical Center, Gainesville, FL. The project is for the upgrade of the E-Wing emergency distribution equipment in room EB65-1. The work will include demolition of an existing generator and devices and the installation of new equipment. The scope also includes the installation of a new generator in the ACA (Ambulatory Care Addition) MEP (Mechanical Electrical Plumbing) Building and the upgrade of the existing generator paralleling controls. New metering devices installed in the new and existing ATS units will provide real-time load information for each Essential Power branch in the ACA, E-Wing, and MEP buildings. The meters will be connected to the existing hospital metering system. The E-Wing will be provided with an isolated Essential power system room. The room will house all the main distribution boards and transfer switches associated with the E-Wing Essential power. The work of this project will update the existing generator paralleling switchgear in C094-1, replacing analog devices and operations with digital. New HMI screens will be provided for user control and supervision of equipment. The estimated cost range for construction is $1,000,000 to $2,000,000. The NAICS code is 238210 (Electrical Contractors), with a small business size standard of $14 million. ANITICIPATED SOLICITATION ISSUANCE DATE: October 28, 2013. NO TELEPHONE REQUESTS WILL BE ACCEPTED. Complete electronic solicitation with forms and specifications for submitting a response and to register your name on the bidder's mailing list can be obtained at the following website: www.fbo.gov. Any amendments issued to this solicitation will also be available at this URL address and will not be mailed. Offerors are advised that they are responsible for obtaining amendments. The date and time of the pre-proposal site visit will be announced in the solicitation. No hard copies of this solicitation will be sent out and no prior information is available until the date of solicitation issue. AWARD CRITERIA: Lowest-Price, Technically Acceptable (FAR 15.101-2). The solicitation will include a base item and two alternate items. This is a 100% Service-Disabled Veteran Owned Small Business Set Aside. Because this NAICS (238210) is considered as "Specialty Construction", the SDVOSB firm awarded this contract must perform at least 25% of the work. Included in the 25% performance requirement can be work performed by certified SDVOSB subcontractors. Offerors must be registered in System for Award Management (SAM) (www.sam.gov) and be visible/verified in Vet Biz (www.vetbiz.gov) at time of submission of their proposal. In offering a proposal, your company is certifying that it meets the status requirements of a SDVOSB concern, as established by 38 CFR Part 74. Therefore, when submitting a proposal, your company is eligible to receive an award, per this solicitation. Furthermore, while your company may be listed as "verified" in VA's Vendor Information Pages at www.vetbiz.gov as a SDVOSB, if protested, and based upon the evidence submitted the protest is sustained, therefore determining that your company is ineligible for award as a SDVOSB; your company may be held liable for all re-procurement costs associated with this solicitation. In order to assure compliance with FAR Clause 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, all firms intending to use SDVOSB subcontractors during contract performance are reminded such firms must also be registered on Vetbiz and CVE Verified" prior to award. Further, the SDVOSB business must be 51% or more owned by one or more service connected veterans (SDVOSB) and must manage and control the daily operations of the firm; or in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
