- Description
- This is a two-phase design build procurement. The Government intends to evaluate Phase I submissions and to move forward to Phase II without conducting discussions with any Offeror, except for clarifications as described in FAR 15.306(a). However, the Government reserves the right to conduct discussions with Phase I Offerors, if required. The maximum number of Phase I Offerors that will be requested to submit Phase II proposals is limited to a maximum of five (5) of the most highly qualified Offerors. Price will not be a submission requirement in Phase I The work includes, but is not limited to the following: Design and construction of a low-rise Composite Shop Building and a Marine Logistics Squadron (MALS) Ground Support Equipment (GSE) Holding Shed. The Composite Shop building will include areas for epoxy storage and mixing, paint storage and mixing, machining and grinding, cleaning and preparation, layup and bonding, open storage, preparation room, offices, restrooms and supporting mechanical, electrical and communication spaces. The GSE holding shed will include open equipment storage, restrooms and supporting electrical and mechanical spaces. Information systems include basic telephone, computer network, fiber optic, cable television, mass notification, security and fire alarm systems and infrastructure. The project includes ATFP features and shall comply with ATFP regulations and physical security mitigation. Built in equipment includes dust collection/ventilation, pre-fabricated paint booth, and overhead crane and radon mitigation system. Estimated range is from $10,000,000 to $25,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS IS $33.5 MILLION OVER THE PAST THREE YEARS. This procurement is set aside for participation by all Small Business Concerns. This is a source selection procurement requiring both non-price and price proposals. Contract award will be made to the offeror proposing the best value to the Government from a non-price and price standpoint. All technical factors, when combined, will be considered of equal importance to the Performance Confidence Assessment (Past Performance). All non-price evaluation factors, when combined, will be considered approximately equal to price. The Phase I non-price evaluation factors are anticipated to be as follows: Factor 1 - Technical Approach; Factor 2 - Experience; and Factor 3 - Past Performance. Documents pertinent to the Phase I evaluation will be available on or about 18 October 2013 for downloading. The RFP, including plans and specifications, will be available only to those Offerors selected to participate in Phase II of this acquisition. The Phase I evaluation documents will be available through the Federal Business Opportunities (FBO) website at the following direct link https://www.fbo.gov/fedteds/TDP14R1315PHASE1. Potential Offerors must register at the Federal Business Opportunities (FBO) website https://www.fbo.gov to obtain explicit access to any posted project documents. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the project. An email will be forwarded once the contracting office has approved or declined the request. Approved Offerors may view and/or download the project documents. Revisions to any posted documents will be issued as Notices and will be posted to the web site at the following direct link https://www.fbo.gov/fedteds/TDP14R1315PHASE1. It is highly recommended that firms register on the FBO website as this will be the only available listing of plan holders. It is the responsibility of the Offeror to check the FBO website periodically for any revisions to the posted documents. All prime firms are required to complete the System for Award Management (SAM) via the website at https://www.sam.gov. Responses to Phase I evaluation criteria are due no later than 2:00 p.m. HST, 21 November 21, 2013.
