- JOFOC for the subject requirement. Understanding and monitoring of Arctic climate requires long-term continuous records of specialized types of environmental information that augment regular weather observations. The Tiksi Hydrometeorological Observatory (HMO) has been identified as a key Arctic climate observing location in the Russian Arctic. Comparison of measurements between the NOAA Baseline Observatory in Barrow, Alaska and the Tiksi HMO will enhance understanding of fundamental Arctic processes and resulting impacts on weather, shipping, human health, and commerce. The objective of this requirement is to collect quality data and samples from the Tiksi HMO which provides information on greenhouse gases, atmospheric and surface radiation, black carbon, pollutants, winds, temperatures, humidity, and atmosphere/surface exchanges in the near-surface boundary layer, clouds, climate-grade meteorological measurements, and atmospheric aerosol. The contractor shall provide regular on-site operator cleaning and checks of automated data collection systems to ensure quality data collection. The contractor shall report on data collection activities. The contractor will collect and ship physical air samples directly to NOAA laboratories in Boulder, CO. The contractor will deliver metadata on environmental factors such as wind direction, power outages, and burning events that can affect data quality. The contractor will provide shipping and reporting necessary for supporting data collection.
