13RJN51_syn_0001 AMENDMENT 0001: THE ORIGINAL SYNOPSIS WAS POSTED THROUGH THE NAVY ELECTRONIC BUSINESS OPPORTUNITIES WEBSITE KNOWN AS NECO, THE WEBSITE AT WWW.NAVY.NECO.MIL IS CURRENTLY DOWN. THE PURPOSE OF THIS AMENDED SYNOPSIS IS TO ENSURE ALL DOCUMENTS PREVIOUSLY POSTED TO NECO ARE AVAILABLE IN FEDBIZOPPS. PLEASE SEE ATTACHMENTS. This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. The Naval Surface Warfare Center (NSWC), Crane Division intends to procure a Six Degree of Freedom (6DOF) outdoor motion platform system and an associated operation/transport trailer manufactured in accordance with NSWC Crane specification PS/JSNLM/C13/0091 (REV A), Statement of Work and associated drawings. Delivery is required within 120 days after effective date of contract award, FOB destination, with inspection and acceptance performed at destination. The Navy intends to solicit and negotiate this contract on a full and open competitive basis and all responsible sources may submit an offer that will be considered. The Government intends to award to the responsible offeror whose offer is determined to be the best value to the Government, considering technical, past performance, and price related factors. The procurement will be conducted in accordance with FAR Part 12 and will result in a firm-fixed-price, definite quantity type contract. The resulting contract will require the delivery of technical data in accordance with attached Contract Data Requirements List (CDRL). All requirements are detailed in the Statement of Work attached to this synopsis and the forthcoming solicitation number N00164-13-R-JN51 to be posted on FedBizOpps website at http://www.fbo.gov on or about 1 August 2013. To be eligible for award, contractors must be properly registered in the System for Award Management (SAM) via https://www.sam.gov. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 (1-334-206-7828 for international calls) or via the internet at https://www.acquisition.gov. In accordance with FAR 4.1201, prospective contractors shall also complete electronic annual representations and certifications at ORCA accessed via https://www.acquisition.gov in conjunction with required registration in the SAM database. In order to access the attachment technical data package, contractors must be registered in the Joint Certification Program (JCP). Information about the JCP is located at http://www.dlis.dla.mil. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. All changes to the requirement that occur prior to the closing date will be posted to the FBO and NECO websites as amendments to the solicitation. For changes made after the closing date, only those offerors that submitted a proposal will be provided any changes/amendments and considered for future discussions and/or award.
