- INTENT TO AWARD A SOLE SOURCE ORDER The Internal Revenue Service (IRS), on behalf of the Department of Treasury's Departmental Office's (DO) intends to award a sole source order to Standard & Poor's (S&P) Capital IQ for the DO's S&P Research Insight & Compustat data service renewal. The authority permitting a sole source acquisition is FAR 13.106-1(b)(1), Only One Responsible Source. The period of performance will be 1-year. According to market research conducted, S&P contains practically all pieces of data collected by the company over the last 20 years and is the only source of standardized, micro-level data needed for more complicated projects. This data is also needed to precisely test financial model and validate assumptions at both the micro and macro levels as well as to capture long-term trends that may affect policy decisions. The S&P Research Insight & Compustat data service provide data that is unique because the accounting practices used by different firms have been reconciled to produce comparable results across all firms. Also, with the data file being proprietary, other services might supply comparable data but these services could not sell the same data. In fact, no other company does either. The offices would not be able to "link" COMPUSTAT data to corporate tax data because it is not allowed to maintain confidential tax data on a commercial computer installation. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than October 4, 2013, 1PM EST. Responses shall be submitted to Ralawna.Cobb@irs.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the S&P Research Insight & Compustat data services mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product cable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
