Description
The NAVSUP Fleet Logistics Center, Jacksonville (FLCJ) has a Small Business Set Aside requirement for providing armed roving patrol guard, install/uninstall and 24 hour monitoring service for 1 housing residence and 4 hour shifts of roadside assistance on Comalapa Highway for the U.S. Navy Cooperative Security Location (CSL), in San Salvador, El Salvador. The Navy requires security to guard its personnel homes and to respond and assist its personnel in the event of any type of accident or conflict they encounter. The CSL provides logistical and infrastructure support to forward deployed United States aviation units participating in Joint Interagency Task Force South (JIATFS) counter narcotics operations. The primary mission of the roving patrol service is to provide protection for United States Navy personnel while they are in and around their homes. The local guards act as a quick response team to Navy personnel in the event of accidents or conflicts wherever they may be. The roving patrol guard services shall prevent unauthorized access; protect life; maintain order; deter criminal attacks against employees, dependents and property. In performing the roving patrol guard services, the Contractor shall be required to monitor access to the residences; protect human life; maintain order, and resist criminal attacks against Navy personnel, visitors, and family members. The Contractor shall be responsible for responding to intruder alerts and notifying CSL dispatcher who will, in-turn, notify the CSL Commanding Officer. The Contractor shall be required to utilize firearms, Guard Electronic Monitoring System (GEMS), vehicles, and establish a radio network in performing the services listed hereafter. The contract will be a Small Business Set-Aside, Firm Fixed Price (FFP) with a base period of twelve months and 2 twelve month option periods. The base period will start 1 JAN 2014. The contractor will not exceed more than 30 days from the award of the contract to have all security guards in place in San Salvador, El Salvador. No telephone or FAX requests will be accepted, and no hard-copy solicitation/amendment will be mailed or FAXed. It is estimated that the solicitation will be available on or about 7 OCT 2013 and contract award by 15 DEC 2013.
