Description
The Southern Regional Contracting Office, Fort Hood, TX intends to award a Firm Fixed-Priced sole source contract to Creative Testing Solution for services to provide blood donor testing for the detection and presence of the antibody to the parasite Trypanosoma cruzi (T.cruzi) for specimens submitted to the Robertson Blood Center for Carl R. Darnall Army Medical Center, Fort Hood, Texas 76544 under the authority of 6.302-1(a) (2), quote mark Only One Responsible Source quote mark, on or before 1 October 2013. Services include, but are not limited to, the provision of all personnel, labor, materials, equipment, and services for approximately 150,000 Department of Defense (DoD) eligible beneficiaries in the III Corps and Fort Hood community, and local surrounding areas. The blood testing at the Robertson Blood Center for the Carl R. Darnall Army Medical Center (CRDAMC) is a vital component of the installations Total Customer Satisfaction Objective. T.cruzi testing is FDA mandated. The period of performance for these services shall not exceed twelve (12) months. The current standard test panel blood testing contract is performed by Creative Testing Solutions. By virtue of another contract award to Creative Testing Solutions for the T.cruzi testing, the contractor will be able to perform the testing from the same vial (one vial) of blood, eliminating the need or requirement to collect and submit an extra tube of blood from each donor, which could introduce errors in the process. Feasibility to have one vial is to avoid mix-ups and avoid additional procedures which increase costs and risks to the Government, the taxpayer, and the beneficiaries, and to prevent increased patient safety hazards. Blood testing services are required for all blood donations on Fort Hood. The blood donations are sent to the Afghanistan theater of combat operations and the Fort Hood area. The contract will allow uninterrupted service in blood testing services and therefore would not have any negative impact on current blood transfusion operations for soldiers. The NAICS Code for this requirement is 621511 with a small business size standard of $13.5 million. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency before the intended award date. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. All responses shall be sent via electronic e-mail to the POC, Clarence 'Craig' Cude at clarence.c.cude.civ@mail.mil. Telephonic inquiries will not be honored.
