Description
The Washington Aqueduct provides portable water to approximately one million people in the District of Columbia and Northern Virginia. The Dalecarlia Pumping Station pumps water to four service areas, namely; Low Service, First High, Second High and Third High. The building has a control room, which includes a SCADA system that controls all major pumping units. This building is also the electrical distribution point for the entire Dalecarlia WTP. Major modification work needs to be performed while the pumping station remains fully operational. This is needed to ensure reliable operation and guarantee uninterrupted water supply to our customers. The work includes architectural, structural and mechanical improvements to the Dalecarlia Pumping Station Building to repair failing building components and to improve pump functionality and reliability. Specific work items include replacing deteriorated cast stone coping and ballasted EPDM roof membranes; repairing a large sliding doorand interior glazed tile and masonry wall cracks throughout the building; repainting interior spaces; upgrading to a total of fifteen 18 quote mark to 30 quote mark cone valve actuators, replacing the sewer ejector system; lighting and other miscellaneous improvements and repairs to interior spaces. The project also involves an optional item to replace the ballasted EPDM roof membrane of the adjacent Chemical Building. The proposed design-bid-build procurement will be unrestricted, using NAICS Code: 236220 with a business size standard of $33.5 million. The estimated magnitude of construction is between $1,000,000.00 and $5,000,000.00. The solicitation will be provided in an electronic format, free of charge, on or about 21 October 2013, to all authenticated account holders registered with the Federal Business Opportunities (FBO) System. Please note that all US Army Corps of Engineers acquisitions are considered sensitive, but unclassified documents and require users to have valid MPIN entered in the FBO systems to access package. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper.
