- Appendix A This is a Request for Information (RFI) as defined in FAR 15.201(3). The purpose of this RFI is to accomplish market research pursuant to Federal Acquisition Regulation (FAR) Part 10 and to identify technical solutions capable of performing the functions described herein. The Government is requesting information regarding the availability and feasibility of purchasing one or more software products that can meet the requirements the Department of State, Bureau of Diplomatic Security, Office of the Chief Technology Officer (CTO) as described below. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment on the part of the Government to conduct a solicitation for the below-listed services in the future. Responders are advised that the Government will not pay for information submitted in response to this RFI, nor will it compensate responders for any costs incurred in the development/furnishing of a response. Please note that a decision not to submit a response to this RFI will not preclude a vendor from participating in any future solicitation. I.Introduction The Bureau of Diplomatic Security (DS) is responsible for providing a safe and secure environment for the conduct of U.S. foreign policy. The Bureau's Executive Director (DS/EX) is the principal advisor to the Director, Diplomatic Security Service, and the Assistant Secretary for Diplomatic Security on the Bureau's administrative, management, planning and resource issues, activities and programs. The Executive Director oversees and ensures the development and implementation of administrative and management policies, plans and procedures to ensure that the Bureau's resources are allocated, administered, and accounted for in accordance with U.S. law and government regulations. The Executive Director provides oversight for the Bureau's management decision support capability called the Diplomatic Security Planning Structure (DSPS). DSPS is a series of integrated program planning, performance measurement and management review processes that promote accountability, enhanced communication and decision-making within the Bureau, and ultimately ensures the alignment of the Bureau's resources with the DS mission. The DSPS program leverages the fundamental concepts of portfolio management, with a proactive analytic focus to provide senior leadership with fact-based decision support that is reliable and prompt. The desired solution referenced in this market research is expected to provide robust IT enablement of DSPS decision support functions. The scope of this research includes the full solution, including product baseline functions/features/capabilities, the solution provider's past experience supporting similar needs and recommended baseline approach to implementation, and an estimate of the lifecycle costs (one time and out-year) for a successful implementation in support of DSPS. II.Scope The scope of the envisioned DSPS solution is: Enable authorized analysts and managers to monitor, report on and analyze the performance and financial state of DS as a whole. III.Pre-requisites Respondents must provide references and site examples where their proposed solution has been implemented in part or in full for a similar purpose at another Federal or large scale commercial organization. IV.Core Business Requirements This section outlines and summarizes groups of high level features, functions and capabilities that the proposed IT solution must support. These are baseline requirements provided to allow the respondent to participate in this market research. These are not all inclusive or final requirements. Responders are encouraged to propose additional information and innovative solutions that exceed the requirements described below. Respondents are asked to provide a description of their capabilities to perform and support the following: a.Planning •Support program plan development (via templates, template libraries, etc.), and program plan •Support workflow management of program plans including version control (change reporting creation/modification/deletion), individual task lists, reports status, routes action notifications, supports approvals, etc b.Program Evaluation, Reporting & Display •Support flexibility in adding/deleting user defined attributes and other program performance indicators •Support user defined calculations for user defined attributes such as health, risk, etc. •Support data capture, aggregation, analysis and reporting for real time and historical data for user defined views (strategic priority, organizational ownership, DS mission component or other user defined portfolio attributes or relationships) •Support the evaluation and optimization of multi-year plans and scenarios, utilizing evaluation of alternative spending levels for user defined portfolios •Support capture, compute, and report real-time actual financials based upon the Bureau's flow of funds, including user defined analysis groups (individual program, organizational component, mission component, etc) •Support comparison within flow of funds of actual vs. planned progress with variance analysis, alerts, and rule-based notification •Support a variety of visualizations on data points (charts, graphic, bubble charts, dashboards, advanced data visualization tools) c.Data Management •Support rapid mapping and intake of data (primarily from excel files); and may optionally allow direct user input •Allow multiple user defined portfolios and portfolio hierarchies as they relate to individual programs (parent-child links) •Enable statistical analysis of historical data (e.g., user defined trend analysis) •Support data import from existing systems, tools (excel) and databases (e.g., planning, financial systems) •Provide completeness/error checks and data warnings, highlight data anomalies, etc. d.Governance and Security •Support multi-level, role-based security and access to data content •Support robust administrator (end user) roles and responsibilities V.Technical & Other Requirements 1.Proposed solutions must be based on solely Commercial products with little to no custom development required to meet requirements. 2.Proposed solutions must be 100% accessible using web browser with no requirement for browser plug-ins (Flash, ActiveX, Silverlight, JVM, etc..) or any client installed software. Must be compatible with Chrome v26 and IE 8 and above. 3.Proposed solutions must be certified to utilize the Oracle DBMS version 11GR2. No other database technologies may be proposed. 4.Solutions must integrate with Windows Active Directory for Single-Sign-On authentication. Products may utilize internal methods for authorization. 5.Solutions must be certified to run on Windows server operating systems deployed to virtualized environments using VMWare products. 6.Furnish reporting tools within the application to allow analysts to create their own reports on selected data sets. 7.Be able to generate reports/export datasets in multiple formats (e.g. Comma Separated Value (CSV, PDF, etc), according to various criteria 8.Provide drill-down capability into data which is ambiguous (i.e. is not immediately recognizable from metadata) in order to allow rapid identification of suspect data. 9.Have US-based support accessible during normal east coast (USA) business hours (weekdays from 08:00 - 17:00), by phone, web, email, and account representative or SME designated for DoS, as well as a clearly defined escalation and resolution process 10.Provide detailed description of warranty, license, and maintenance support services to include standard and premium service level agreements. 11.Issue notices of recurring software system updates via email; these updates to be accessible by a secure download method to provide: New feature updates, Bug fix and security updates, New knowledge base documents 12.Solution must support traditional Configuration Management (CM) processes in which new features are created in a separate environment and the configurations are versioned and migrated through fully separate test, staging and production environments. 13.Provide a detailed, secure customer Web portal with the following minimum characteristics: Inventory of all purchased assets and versioning details; Standard Operating Procedures (SOPs), administration guides, installation guides, white papers; A queriable knowledgebase for engineers and analysts; Online ticketing for break/fix requests and historical tracking. 14.Provide estimated/recommended Subject Matter Expert(s) (SME) requirements for onsite support & solution optimization. Onsite support estimates shall include: for initial engineering and configuration of system, for integration and tuning, for detailed documentation of finalized architecture 15.Provide a list of recommended training for product users and administrators which includes course delivery method, cost, location (if not online), and frequency. VI.Data Architecture The DSPS solution must leverage multiple data sources and be capable of rapid integration of new source data as it becomes available. Data is currently held in numerous Excel files that will remain the primary data source for the foreseeable future. The solution must have means to integrate/load excel data. A current conceptual data model that describes the data can be found in Appendix A. In short, DS Orgs & programs are related to data about strategic goals, resources and performance assessment information over time. VII.Instructions Responses must be limited to 15 pages or less and must include your DUNS number, Company POC, Business Size and relevant Socio-Economic category(s) under NAICS 541511. Responses should follow the format below. There is no page limit or requirement for each section however the contents of no two sections may be on any same page (they must be separate) and may not exceed the 15 page limit in total. a.Section I: Vendor introduction Background, etc. b.Section II: Proposed Solution i.Complete list of all commercial products by name, version and manufacturer ii.Description of solution capabilities iii.Proposed professional services/consulting hours & tasks iv.Proposed training requirements and delivery methods for personnel; system administrators, developers, analysts c.Section III: Proposed costs As software products are licensed in many ways, some sample figures are provided below to aid in the cost proposal. For estimation purposes assume the following: i.10 Analysts - using web browser as sole method of interaction with solution in the production environment. ii.3 system administrators. iii.3 developers. iv.A production environment consisting of an existing Oracle 11G DBMS that will house initially 30GB of data and will grow to 500GB of data after 10 years. v.Any servers necessary will contain 4 CPU's, will be Windows 2008 server OS, and will be virtualized using VMWare. Vendor should propose total number of servers and the purpose of each for their solution. vi.Isolated test and development environments that mirror the production environment will also be created. vii.Cost proposal must describe: 1.All proposed products, licensing metric, initial cost. This includes developer tools, licensing costs for development environment, etc.. 2.Proposed training by role (if necessary). Only list recommended training, duration of training event and cost per student. 3.Proposed consulting services, tasks, hours, costs d.Section IV: Previous experience. i.Responses should address contractor's experience, capabilities and certifications as they relate specifically to the above requirements. ii.If the proposed solution is in use by another large organization for similar purpose, and was implemented by another vendor, it may be referenced as proof of solution feasibility. POC's able to verify assertions are required. iii.Capability assertions must be supported by reference to specific contracts, customers, and POC's.
