- DRAFT Performance Work Statement (PWS) THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). NO SOLICITATION IS BEING ISSUED AT THIS TIME. THIS NOTICE SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT, NOR DOES IT RESTRICT THE GOVERNMENT TO A PARTICULAR ACQUISITION APPROACH. ANY INFORMATION PROVIDED TO THE GOVERNMENT AS A RESULT OF THIS SOURCES SOUGHT NOTICE IS VOLUNTARY. RESPONSES WILL NOT BE RETURNED. NO ENTITLEMENT TO PAYMENT OF DIRECT OR INDIRECT COSTS OR CHARGES BY THE GOVERNMENT WILL ARISE AS A RESULT OF CONTRACTOR SUBMISSION OF RESPONSES OR THE GOVERNMENT'S USE OF SUCH INFORMATION. This Sources Sought Notice is for market research and planning purposes only. This requirement is for contract closeout support in accordance with the attached DRAFT Performance Work Statement (PWS) for the Naval Surface Warfare Center Panama City Division (NSWC PCD), Panama City, FL. The work performed shall conform to the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and the DoD Financial Management Regulation 7000.14-R, Volume 4, Chapter 6. The types of contracts requiring closeout include cost reimbursement and firm fixed price type contracts. Contractor personnel should be familiar with the DoD Standard Procurement System (SPS) software and the Navy Enterprise Resource Planning (NERP) system. The potential period of performance for this project may not exceed three (3) years. It is preferred that the contractor have a DoD and U.S. Navy background in closing out contracts. INSTRUCTIONS FOR SUBMISSION After review of the above information, interested parties may submit a response in an electronic format only via email to carol.dreger@navy.mil no later than 11 October 2013; 3:00 pm CST. Electronic files should be in Microsoft Word or PDF format. All Information should be unclassified material only. Respondents should include as part of their submission: a. A synopsis of the company's experience and capabilities to provide contract closeout services for a variety of contract types. b. The proposed approach to efficiently closeout contracts in accordance with DoD policy. c. A discussion concerning if the work can be done remotely or on site at NSWC PCD. b. A list of your active DoD contracts on which you are currently providing contract closeout services. c. A synopsis of past DoD or U.S. Navy work experience performing similar contract administration functions. Please include agency name and point of contact. d. Company point of contact telephone number and email address. e. Socioeconomic status Any company proprietary information must be marked as such. The total number of pages for the response is limited to 10 one-sided 8.5 x 11 pages with one inch margins and font no smaller than 12 point. NAICS 561110. Small Business Size Standard is $7M.
