Description
The Naval Surface Warfare Center, Panama City Division (NSWC PCD) intends to issue a sole source purchase order to Air Liquide America Specialty Gases, 500 Weaver Park Road, Longmont, CO 80501-6017 for the acquisition of various Gas Analysis Standards. The NSWC PCD Gas Analysis Facility (GAF) performs a variety of chemical analyses using various automated chemical analysis equipment. This equipment determines the chemical composition of sample test gases by comparing the sample gas to specific vendor-certified Gas Standard gases (i.e. known gas components with concentrations certified by the manufacturer for accuracy). These Gas Standard gases are used to zero and calibrate the GAF various automated chemical analysis equipment (e.g. GC /MS, GOW-Mac, etc.) so that the chemical analysis which the GAF personnel perform on sample test gases is accurate. This procurement is sole source for the following reasons. The GAF must use both a Primary and a Secondary Gas Standard gas (the Primary and Secondary Gas Standard gas MUST be purchased from separate and distinct manufacturers) to be assured that the zeroing and calibration of the automated chemical analysis equipment conforms to the required quality assurance practices for Government laboratories. The GAF performed an extensive market survey of possible suppliers for the required Gas Standard gases needed by the GAF to zero and calibrate their automated chemical analysis equipment. Based upon the market survey performed and the GAF Gas Standard gases required by the GAF, only Air Liquide can provide the GAF required Gas Standard gases listed in the Statement of Work (SOW). Therefore it is imperative that these gas standards are acquired from Air Liquide. This synopsis closes on 01 October 2013. The NAICS code is 325120.
