Description

The United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS), intends to negotiate a firm-fixed price, sole source contract with Haworth Inc., One Haworth Center, Holland, MI 49423 for the design reconfiguration of existing and new systems furniture. The statutory authority permitting other than full and open competition is cited under FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy the Requirement. The requirement is for the reconfiguration of current and new Haworth systems furniture. This complex effort involves designing a new configuration of systems furniture with the existing pieces and adding new pieces of furniture. Haworth Systems Furniture has proprietary specifications and is the only provider capable of matching the existing furniture installed at this location, which are not compatible or interchangeable with other manufactures systems furniture. The compatibility with the existing systems furniture and hardware is essential for the current and future reconfigurations, required by organizational restructuring and changes in manpower and relocations. To compete this award would create substantial duplication costs for which the Government would not recover. The applicable North American Industry Classification System Code (NAICS) is 337214 with a standard size of 500 employees. This notice of intent is not a request for competitive quotes or proposals. No solicitation documents will be made available. A determination by the Government no to compete this procurement, based upon any responses to this notice, is solely within discretion of the Government. Oral communications are not acceptable in response to this notice. The Government will not be responsible for any cost incurred in preparation of a proposal. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any responses or inquiries to this notice shall be submitted to Willie Mae Johnson, Contracting Officer at williemae.johnson@ftw.usda.gov and are due no later than 3:00pm (Central Time) on September 27, 2013.
