- The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation to Lockheed Martin Mission Systems and Training (LM MST) of Liverpool, NY for a procurement, on a sole-source basis, for Surface Electronic Warfare Improvement Program (SEWIP) Block 2 FY14 Low-Rate Initial Production (LRIP) and Engineering Support Services. The anticipated solicitation will include the following: Firm-Fixed-Price CLINs for FY14 back-fit and shore-based LRIP units; an option Cost-Plus-Fixed-Fee CLIN for engineering services in support of the FY14 LRIPs; and, an option cost-only CLIN for travel in support of the engineering services. SEWIP Block 2 will greatly improve the receiver/antenna group necessary to keep capabilities current with the pace of the threat and to yield improved system integration. Disclaimer: The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a competitive solicitation is issued in the future, it will be announced via FEDBIZOPPS, and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.
