- Notice of Intent to Award a Sole Source Purchase Order to Time Warner Cable, Inc. for Internet and Cabling Services THIS IS A SOLE SOURCE PROCUREMENT, NOT A REQUEST FOR QUOTE (RFQ). The U.S. Environmental Protection Agency (US EPA), Office of Acquisition Management (OAM), Headquarters Procurement Operations Division (HPOD) intends to award a sole source purchase order to Time Warner Cable Inc. (TWC) in accordance with FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. This sole source procurement is for Internet and cable services for EPA?s Region 6 Regional Emergency Operation Center (REOC) located in Dallas, TX and its alternate site located in Addition, TX. The US EPA?s Office of Environmental Information (OEI) Office of Technology Operations and Planning (OTOP) requires the Internet and cable services to ensure the REOC is fully compliant with the Agency?s FY09 Core National Approach to Response Element 9: REOC Logistics, that is the REOC must be immediately available, fully equipped and configured for support of daily operations and Incidents of Regional and National Significance. As such, the RECO must be communication and audiovisual/information technology capable of supporting routine and catastrophic events at the main REOC site and its alternate site. While other Internet and cable service providers exist within the local Dallas, TX and Addison, TX areas, the only provider that has existing Internet and cabling infrastructure in both facilities is TWC. In order for other service providers to provide the same level of services, they will have to install broadband circuits, which will require substantial time and costs. Additionally, the delay in implementing the new circuits could potentially impact the Agency?s readiness in supporting emergencies response in multiple coastal states. NO SOLICITATIONS OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. No contract will be awarded on the basis of offers received in response to this notice. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein (or equivalent/adequate substitution) may submit a response, which if received within 2 calendar days of the date of this announcement, will be considered.
