- A competitive, cost reimbursement contract for research and development has been awarded to Southern Research Institute. A cost reimbursement type contract was determined to be appropriate for this acquisition due to the uncertain nature of R&D contracting. There is an absence ofprecise specifications and there are difficulties in estimating costs with accuracy because of these uncertanties. Sufficient safeguards have been included in the contract to ensure that costs are allowable, allocable, fair, and reasonable.
