- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number BBG50-R-13-1000 is applicable and is issued as a request for quotation. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. The North American Industry Classification System (NAICS) code for this acquisition is 517110 (Wired Telecommunications Carriers). In accordance with Federal Acquisition Regulations (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, award will be made to Level 3 Communications, LLC as they are the only provider that can provide the necessary virtual local area network (VLAN) and provide the necessary virtual routing and forwarding to integrate the desired locations with the agency’s MPLS infrastructure. Level 3 will be providing 10MBPS dedicated internet access at four (4) sites: White House, State Department and House and Senate Press Galleries. The anticipated period of performance is one year from date of award. All responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency. It is the sole responsibility of the contractor to demonstrate its ability to provide the services identified above. The Contracting Officer is not responsible for locating or obtaining any information not identified in an offeror's quote. Once the Contracting Officer has decided to whom an order will be issued, a unilateral order will be issued using an Optional Form 347. A purchase order will be in existence once the Contracting Officer has signed the order. Wherever the words offer, proposal, offerors, or similar terms are used in this solicitation or in any applicable provision, they shall be read to mean quote, quotation, quoter, vendor or similar corresponding term to reflect that this solicitation is a Request for Quotation not a Request for Proposal or an Invitation for bid. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Contracting Officer will review quotes on the basis of information furnished by the quoter. Telephonic inquiries will not be accepted. Quotes must be emailed and are due on September 26, 2013 at 10:00 AM Easter Daylight Savings Time (EDST) and must include a copy of the quoter's completed business representations and certification, e-mail address, Dunn and Bradstreet number, CAGE code and Federal Tax ID number. In addition, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov to be considered for selection. Quoters are required to submit completed copies of the provisions at FAR 52.212-3. FAR clause 52.212-4 Contract Terms and Conditions -- Commercial Items (Jul 2013) applies to this acquisition. FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items (Sep 2013), applies to this acquisition. The following clauses are applicable to this acquisition: 52.203-6, 52.204-10, 52.209-6, 52.209-10, 52.219-28, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-18, 52.225-13 and 52.232-33. INSTRUCTIONS Offers shall submit, by email: At a minimum, responsible sources shall provide the following: a price proposal on letterhead which identifies the requested item, with its unit price, extended price, total price, prompt payment terms, delivery time, payment terms, remittance address, Tax I.D. #, Duns #, and Cage Code, and SAM record. The submitted offer shall also provide evidence that the items quoted meet all of the minimum requirements listed in the specifications list attached to this solicitation.
