Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. Market Research is being conducted to determine small business, small disadvantaged business, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Woman Owned Small Business and HUBZone interest in the following construction project. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small businesses. TELEPHONIC SUBMISSIONS AND QUESTIONS WILL NOT BE ENTERTAINED AS THIS IS A SOURCES SOUGHT NOTICE ONLY. Naval Facilities Engineering Command Mid-Atlantic is specifically seeking Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The work will provide services for the replacement of utilities on Berths 11 and 12 located at the Portsmouth Naval Shipyard on Seavey Island in Kittery, Maine. A. Scope of work includes the removal and disposal of: 1. existing water and sewer distribution main and jacketing 2. the existing heat trace system 3. compressed steam distribution main 4. the existing steam distribution main B. Scope of Work includes the replacement of: 1. Providing new insulation, jacketing and joints for existing water & sewer systems 2. Provide new water system supports and backflow preventers 3. Provide new heat trace for water & sewer systems 4. Provide new compressed air distribution main 5. Provide new steam distribution main 6. Replace manhole covers as needed 7. Repair existing catwalk Existing utilities are located under Berths 11 & 12, above the Piscataqua River. The estimated magnitude of work for this project is between $1,000,000 and $5,000,000. The Procurement Method is Sealed Bidding, FAR Part 14. The North American Industry Classification System (NAICS) Code for this procurement is 237110 and the annual size standard is $33,500,000. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. All capable Small Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of this evaluation. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether a directed Small Business Set-aside is an acceptable strategy for this procurement. The proposed contract listed here is being considered for 100 percent set-aside for Small Business. Interested Small Business concerns should, as early as possible but not later than 4 Oct 2013, indicate interest in the acquisition by providing to the contracting office a capability statement to the following: • Name and address of company; • Point of contact with phone number and email address; • Business size and socio-economic program (HUBZone, 8(a), SDVOSB, WOSB, etc); • Ability to meet all technical requirements outlined in this notice • Past performance for two projects with similar scope of work and magnitude within the last five years (indicate firm's role as prime or sub) • Bonding Capacity • DUNS number • CAGE code • Small Business classification for NAICS 237110 Bidders will be required to submit a bid bond with their bids. Notifications of interest must be submitted in writing via email; phone calls will not be accepted. Notifications that do not address all the required information will not be considered. Interested parties should respond as soon as possible but no later than close of business 26 April 2013.
