- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD), Air Traffic Control Systems Division, Code 4.5.8, intends to award a Basic Ordering Agreement (BOA) on a sole source basis to Northrop Grumman Guidance and Electronics Company, Navigation Systems Drive 21240 Burbank Blvd, Woodland Hills, California, 91367-6675, for a period of five (5) years. This requirement is a new procurement with an estimated award date of 19 Februrary 2014. This effort is for services and materials to fabricate, modify, repair, replace, upgrade and improve Navy Precision Approach Landing Systems (PALS) components, assemblies, and associated hardware for a period of five (5) years. The function of PALS is to provide precision landing information to air traffic controllers and pilots during final approach while landing aircraft aboard aircraft carriers and amphibious assault ships. Work performed under this BOA shall include upgrades, restoration, maintenance, and fleet support activities to return the system to a level of serviceability comparable to a new system and/or meet new requirements. This effort shall include previously produced and delivered navigation and communication systems and equipment and shall include fault isolation, assembly, disassembly, and refurbishment of parts, components, assemblies, and material associated with the navigation and communication systems. In addition, the Contractor shall provide technical and engineering support for the systems Fleet Support Team (FST) and the In Service Engineering Activity (ISEA), to assist them in their efforts to support Department of Defense (DoD) utilizing the navigation and communication systems. The proposed action is for services and supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". Northrop Grumman is the Original Equipment Manufacturer (OEM) of the navigation, communication, and guidance equipment. These systems were developed to meet the Government specifications that only defined Form, Fit, and Function (F3) requirements at the system level. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 7 October 2013, 1600 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
