CONTACT INFORMATION IS ALSO IN THE BODY OF THIS SOLICITATION***************** This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for Non-Flight Test Article Structural Piece Parts. MSFC is requesting that all products be built per specification of attached drawings. This is a Total Small Business Set Aside procurement. The NAIS Code for this procurement is 339999. All responsible sources may submit an offer which shall be considered by the agency. However any award from this RFQ shall require the potential vendor to be certified within the System For Awards Management (SAM) and completion of the Representations and Certifications in the SAM System prior to award at www.sam.gov. Delivery shall be FOB Destination to MSFC, Central Receiving, Bldg 4631, MSFC, AL 35812. Delivery date TBD. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Sonja D. White at sonja.d.white@nasa.gov or faxed to (256)961-9604 no later than 4:30 p.m. CST on September 30, 2013. It must include solicitation number, FOB Destination to this center, proposed delivery schedule, discount/payment terms, warranty duration, taxpayer identification number (TIN), identification of any special commercial items, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (Jul 2013), Instructions to Offerors- Commercial Items, which is incorporated by reference. If the end product offered is other than a domestic end product as defined in the clause entitled 'Buy American Act--Supplies,' the offeror shall so state and shall list the country of origin. FAR 52.212-4 (Jul 2013), Contract Terms and Conditions- Commercial Items is applicable. FAR 52.212-5 (Sep 2013) Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items is applicable and are attached to this solicitation. The FAR may be obtained via the Internet at URL: http://www.acqusition.gov/far/index.html The NSF may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm Selection and award shall be made to the lowest priced, technically acceptable offeror. Technical acceptability shall be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
