- SOW RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). The requirement is to provide Radio Over internet Protocol integration for the Combined Joint Task Force - Horn of Africa (CJTF-HOA). The CJTF-HOA Joint Operations Center (JOC) and the Rescue Operation Center (ROC) currently use multiple communication networks to accomplish their mission. Currently the JOC and ROC monitor 12 communication networks in two locations with a combined speaker system. Whenever calls are made on any monitored net, watch personnel must determine which net the call came in on, select the correct handset, and reply. On occasion, it is not possible to determine which net the call was made on. In this case, JOC personnel must make multiple attempts to contact the calling party. In addition, every call received disrupts the JOC since it is broadcast over aloudspeaker. The purpose of this project is to provide CJTF-HOA JOC and ROC with an IP based radio interface hardware system with the appropriate software interface to allow IP based radio monitoring and calling from network connected computers/devices. The contractor will provide on-site training on the hardware and software and provide all labor, materials, and tools to install the hardware in accordance with the attached RFQ and Statement of Work. All questions shall be submitted only after review of the entire solicitation and no later than 20 September 2013, 5:00 PM EST. Ensure all attachments are reviewed prior to submitting a quote.
