- THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. This notice represents award of a modification to the existing contractor Noridian Healthcare Solutions under contract number HHSM-500-2011-M0004Z in the amount of $625,000 authorized under the American Recovery and Reinvestment Act of 2009. THIS IS NOT A SOLICITATION FOR OFFERS. The American Recovery and Reinvestment Act of 2009 (ARRA, or Recovery Act) (Pub. L. 111-5) was signed into law on February 17, 2009. The law includes the Health Information Technology for Economic and Clinical Health Act {HITECH Act), which established programs to provide incentive payments for the "meaningful use" of certified electronic health record (EHR) technology. Included in these incentive payments (also known as HITECH payments) are Payments to Medicare hospitals.This is a modification to an existing contract that was previously competed. The work to be performed is aligned within the core scope of duties; however, the contractor is being directed to perform the following additional work: Change Request (CR 7071)was issued on October 28, 2010, which included an overview of the program and contractor instructions pertaining to the calculation of hospital incentive payments. Fee For Service (FFS) CR8450 is to provide further instructions pertaining to the cost report process, including audits. In addition, CMS is providing information to assist contractors with input of the hospital data in the Fiscal Intermediary Shared System's (FISS) HITECH screens. Due to the inability to accurately calculate precise costs to compete this action and the fact that this requirement is similar to the current MAC requirements for this functional area, it has been determined that a cost reimbursement type action be utilized.
