Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 20075510 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2005-69. This requirement is a Total Small Business Set-aside and offers/quotations are solicited only from small business concerns. The associated North American Industrial Classification System (NAICS) code for this procurement is 334511 with an SBA small business size standard of 750 employees. The Department of Homeland Security (DHS) Customs and Border Protection (CBP) relies on advanced detection, identification, and information technology to allow agents/officers to more quickly, safely, and accurately observe and respond to unauthorized border crossings and smuggling attempts. CBP intends to procure commercially available Radio Direction Finding equipment, using the Brand Name or Equal purchase description provided in the attached Statement of Work. The contractor shall be responsible for the design, fabrication and delivery of the equipment. See the attached Statement of Work for further description and details of equipment required. Also, see the attached pricing template for contract line item information. Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable CBP to respond. All questions shall be submitted electronically (via email) to the point of contact listed below. CBP responses to questions will be posted on FEDBIZOPPS, as appropriate. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. All quotations MUST be good for 30 calendar days after close of the solicitation period. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. No partial shipments are permitted unless specifically authorized at the time of award. The government contemplates issuance of a Firm Fixed Price purchase order resulting from this solicitation. Delivery must be made within ninety (90) days or less after receipt of order (ARO) to the location specified in the attached Statement of Work. The offeror must provide within its offer the number of days - not to exceed ninety (90) - required to make delivery after it receives a purchase order from the buyer. If an item in this solicitation is identified as "brand name or equal", the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the Statement of Work. To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must (1) meet the salient physical, functional, or performance characteristic specified in this solicitation; and (2) clearly identify the item by (i) brand name, if any; and (ii) make or model number; (3) include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.204-10; 52.209-6; 52.219-6; 52.219-28; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-36; 52.223-18; 52.225-1; 52.225-13; and 52.232-33. AWARD CRITERIA: An award will be made to a responsive offeror (who submits all required submissions on time), whose past performance does not pose a risk to the Government, and whose offer is the Lowest Price Technically Acceptable (LPTA). An offer is technically acceptable if its technical capabilities conform to the Government's Statement of Work or listed specs whichever is applicable to the buy. REQUIRED DOCUMENTATION: In response to this RFQ, vendors shall submit the following: 1. Technical Specification Sheet - this document MUST demonstrate that the proposed products are technically acceptable. In order to be considered technically acceptable, all proposed products MUST be either the brand name product specified or an equal product that meets all of the minimum essential characteristics of the equipment specified in the Statement of Work. 2. Pricing data - all pricing information shall be provided separately from the technical specification sheet using the pricing template attached to this RFQ. 3. Past Performance Data - all vendors shall provide 3 past performance references for work performed within the last three (3) years that is similar in terms of size and scope to this RFQ. The proposal documentation shall be sent via electronic mail (Email) to the Contract Specialist at Michael.C.Amaral@cbp.dhs.gov. The proposal documentation shall be in Microsoft Word, Microsoft Excel, or PDF format. Email is the preferred method of submission and the Email subject line shall include the RFQ number and Vendor's name. PROPOSAL DUE DATE: Submissions in response to this RFQ must be received by the Contracting Officer no later than 12:00 PM EST on September 25, 2013.
