- Description
- The U.S. Geological Survey has a need for a bridge task order to maintain current services previously issued under G08PD92655 while a new contract is being awarded separately. USGS intends to award this one-month extension (bridge) to the incumbent vendor, Coastal International Security under GSA contract # GS-07F-0352K. The USGS has determined that there is no other source that can provide the above services (see sole source justification below); therefore, the USGS intends to make an award to Coastal International Security, Inc. for a one month continuation of services. Vendors may contact the Contracting Officer, kvultaggio@usgs.gov by the response due date indicated on this announcement. The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: JUSTIFICATION AND APPROVAL LIMITED SOURCE JUSTIFICATION FOR FEDERAL SUPPLY SCHEDULE (FSS) AWARD (FAR 8.4) 1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey (USGS), Office of Acquisition and Grants plans to contract by means other than full and open competition. This document sets forth the justification and approval to award a new bridge contract on a limited source basis as required by FAR 8.405-6. 2. Nature of Action Being Approved. Issue a sole source bridge Task Order under the General Services Administration (GSA) schedule to Coastal International Security, Inc., to continue providing existing armed security guard services for a period of October 1, 2013 through October 31, 2013. 3. Description of Supplies or Services. Armed security guard services for the USGS National Center in Reston, VA. 4. Estimated Dollar Value. [Dollar values have been redacted] 5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority of Section 201 of the Property and Administrative Services Act of 1949 (40 USC 501) and FAR 8.405-6(b): Only one source is capable of providing the supplies or services required at the level of quality required. 6. Rationale Supporting Use of Citation in No. 5. Coastal International Security is the current contractor that provides the armed guard services under order G08PD92655, which expires September 30, 2013. The contractually stipulated 6-month extension clause 52.217-8, under the current contract G08PD92655, has already been exercised to its full capacity. This 6 month extension period ends September 30, 2013, and will have lapsed prior to a new contractors successful assumption of this contract. The USGS Contract Specialist working on a replacement contract for fiscal year 2014 anticipates issuing a new competed award prior to the end of fiscal year 2013 deadline date of September 24, 2013; however, having an award issued by September 24, 2014 will not allow for sufficient transition time for the incumbent contractor and the new contractor. In order to provide a reasonable transition period for the contractors, a one month bridge Task Order is needed to ensure there will be no lapse in armed security guard services for the USGS complex in Reston, VA until the procurement for the new competitive Task Order has been awarded. As a Level IV Federal Facility owned by the GSA, the USGS complex in Reston, Virginia (tenanted by multiple Federal agencies) is required to provide access-screening and armed security guard services for the 103 acre campus 24 hours a day / 7 days a week. The one month bridge Task Order will be issued against Coastal International Securitys existing GSA schedule contract GS-07F-0352K. 7. Other Information. A lapse in service would jeopardize the security of the USGS complex and all its residing employees. 8. The Efforts to Identify Additional Sources Including the Market Research Conducted. A competitive procurement with offers from multiple contractors is presently underway. 9. Actions to Overcome Barriers to Competition. The new contract is competitive to the maximum extent practicable. 10. Recommendation and Certification from Program Office Based on the above, I recommend this acquisition be conducted on a limited source basis. I certify that technical data which form a basis for this justification, that are the responsibility of technical or requirements personnel are complete and accurate. [signatures have been redacted] 11. Certifications and Approval from the Contracting Officer: a. This justification is accurate and complete to the best of my knowledge and belief. b. The Contracting Officer has determined the pricing for this requirement to be fair and reasonable as the vendor is providing GSA pricing. GSA pricing has already been determined fair and reasonable per FAR Part 8.404(d) Pricing. [signatures have been redacted]
