Description
The purpose of this announcement is to seek prime contractors interested in conducting a market research interchange meeting with the U.S. Army Corps of Engineers (USACE) Pittsburgh District for the Advanced Contract Initiative (ACI) for Emergency Power contract for FEMA Region IX and X (Arizona, California, Nevada, Idaho, Oregon, and Washington), Alaska, Hawaii, Puerto Rico, Virgin Islands, Guam, and American Samoa. It is anticipated that the results of the market research interchange meetings will support the development of a Request for Proposal (RFP) for the requirement. The USACE Pittsburgh District is anticipating the release of a RFP for this requirement in December 2013. This Special Notice is not a solicitation announcement, nor is it a RFP. It does not obligate the Government in any contract award. The USACE uses the ACI for Emergency Power to fulfill its mandate to support the Federal Emergency Management Agency (FEMA) during Disaster Declarations. There are three disaster declarations that provide funding and federal support to states and territories of the U.S. These include: Pre-Disaster Declaration, Emergency Declaration, and Disaster Declaration. Additional information regarding declarations can be reviewed at the National Response Framework: www.FEMA.gov. The ACI for Emergency Power entails a contractor to perform services in the following areas: assessing power requirements, installing government provided diesel powered emergency generators, fueling, operating, and maintaining and repairing generators at critical public facilities. Critical facilities are defined as facilities that provide life saving (hospitals, medical centers, 911 centers, police and fire stations), life sustaining (water and sewage infrastructure, assisted living centers, shelters, and meal centers) and other facilities as requested by the state or territory in need of disaster relief. Interested prime contractors shall respond to this request no later than 5:00 pm on September 26, 2013. To reserve a time and date for a meeting, please submit a one page corporate fact sheet to Carole Householder, Procurement Analyst at the following: carole.householder@usace.army.mil. This fact sheet will be used to verify that the contractor has the capability to perform the ACI for Emergency Power requirements as a prime contractor. Meetings will be held at the Pittsburgh District Offices, US Army Corps of Engineers, 1000 Liberty Avenue, Pittsburgh, PA 15222 from October 7-11, 2013 between the hours of 9:00 am and 3:00 pm. Virtual/Web meetings will be considered, if requested. Meetings will be limited to a window of two (2) hours. Prior to the meeting, a draft Performance Work Statement (PWS) will be provided to the contractor. After all meetings are complete, a complete list of contractors that the Government held meetings with will be posted to this announcement, along with questions and responses provided by the Government. Information provided by a contractor will not be disclosed if doing so would reveal to contractor's confidential business strategy.
