Attachment 2 - Pictures Attachment 1 - Bldg 1401 Drawings GENERAL INFORMATION The 42nd Contracting Squadron, 50 LeMay Plaza, Bldg 804, Maxwell AFB, AL has a requirement to purchase items as described in this document. This is a streamlined combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only notice. A written solicitation will not be issued. This requirement is issued as a request for quote (Reference-Number : F2XHC53252A001 AECS and CCTV). The solicitation document and incorporated provisions and clauses are those in effect the Federal Acquisition Circular 2005-69 (3 Sep 2013) and the DPN 20130909 effective 09 Sep 2013. A Firm Fixed Priced Award will be made in accordance with the following: NAICS Code: 334220; size standard: 750 employees The Defense Priorities and Allocations System rating is C9E. IMPORTANT NOTES: 1. THE GOVERNMENT IS SOLICITING FOR "OPEN MARKET" QUOTES ONLY. GENERAL SERVICES ADMINISTRATION (GSA) QUOTES WILL NOT BE CONSIDERED. 2. ALL PRODUCTS MUST BE NEW; NO REFURBISHED OR USED ITEMS WILL BE ACCEPTED. NATURE OF ACQUISITON: The Air War College, Bldg 1401 on Maxwell Air Force Base, Alabama has a requirement to purchase the attached items. This procurement will be awarded under Simplified Acquisition Procedures. All inquiries/responses to this notice must be received by 20 September 2013, 0900 CST. SCHEDULE OF SUPPLIES/SERVICES: This acquisition is for the purchase of the following brand name items, or equal: CLIN 0001: Advantor Closed-Circuit Television (CCTV) and Automated Entry Control Systems (AECS)/Access Control System parts or equal In Accordance With (IAW) the attached Statement of Requirement (SOR) & drawings. - Qty: 1 lot CLIN 0002: Labor IAW the attached SOR- Qty: 1 each QUOTATION PREPARATION INSTRUCTIONS To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. a. The offeror must submit dated quote on company letterhead with unit prices and extended prices in response to this solicitation. In doing so and without taking any exception to the requirements of this synopsis/solicitation, including specification, "Schedule of Supplies/Services" and terms and conditions, the offeror accedes to all solicitation requirements. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. b. Offerors shall include a price list within their submitted quote listing the quantities, unit price and extended price for all requirement componants. c. The contractor shall provide the labor, equipment, tools, transportation, material, personnel and associated essentials to include training necessary to facilitate the delivery and installation of a Closed-Circuit Television (CCTV) and Automated Entry Control Systems (AECS)/Access Control System for secure, open-storage area within building 1401 on Maxwell Air Force Base, Alabama. 2. The contractor shall provide all parts, labor, materials, warranties, travel, transportation, and training necessary for a turn-key installation of a CCTV and AECS as depicted in the sketch at attachment 2. The secure communications system (SIPR/VOSIP) system also identified on this sketch is not to be included in the scope of this requirement. 3. The CCTV system shall include at a minimum: A. Three (3) each exterior-grade (weather-proof) camera mounted at each exterior door, with another camera mounted at interior entry (from the rest of bldg 1401). Each camera will be cabled back to the security manager's office area (Rm 1130, opposite wall from doorway). B. One (1) monitor and one (1) Digital Video Recorder (DVR), both sized according to the capabilities of the selected system. C. One (1) wall mount kit for the monitor. D. All cabling, connectors and patch cords as required for a complete system shall be included. Vendor shall also provuide equipment, training and initial bench stock for producing (100) cards, to be installed within the security manager's office area. E. One (1) Uninterrupted Power Supply (UPS), appropriately sized for 6 - 12 hours of backup power to the CCTV system. 4. The AECS shall include at a minimum: A. One (1) Proximity card reader with biometric security installed at interior entry door (from the rest of bldg 1401) adjacent to door handle. B. One (1) upgraded door & frame at this same location if required for access control operation. Existing door and frame are NOT cabled or fitted for powered latches. Existing door is fitted with a functional cypher lock mechanism (see attachment 3).
