- This is a combined Synopsis/Solicitation Notice for commercial items issued pursuant to FAR Subpart 12. Under this notice, the United States Army Corps of Engineers - Chicago District is issuing a proposal package for consideration of price proposals from businesses capable of performing the scope of work. The work is for the supply & delivery of a Floating Work Platform (FWP) as described in the enclosed Scope of Work and per the Design. Proposals are being requested and a written solicitation is attached. The solicitation number is W912P6-13-Q-0047. The project consists of the contractor providing the U.S. Army Corps of Engineers, Chicago District with a 26 ft. x 16 ft. x 4 ft. steel Floating Work Platform (FWP). The FWP will have a bow and stern rake and two center compartments, separated by three (3) transverse watertight bulkheads. The shell plating and bulkheads shall be ¼" A36 steel plate except for the two (2) rake slope sheets, which shall be 3/8" A36 steel plate. All stiffeners shall be 3" x 2" x ¼" angles except for the deck and slope sheet corners of the rakes, as shown on the Design Drawing. Delivery is required within 45 days after the contractor's acceptance of the award. The completed FWP must be delivered by the Contractor in a floating condition to the riverside of the Chicago Harbor Lock, 108 N. Streeter Drive, Chicago, IL. The applicable Size Standard is North American Industry Classification System (NAICS) Code 336611, with a Small Business size standard of 1,000 employees. Competition for this acquisition is RESTRICTED TO SMALL BUSINESS SIZE. PROPOSAL DUE DATE AND TIME: A. The Contractor SHALL PROVIDE PRICING for all bid items included in the Bidding Schedule of this Solicitation. The Contractor SHALL provide its price quote to Kim Beard at kim.m.beard@usace.army.mil with a copy furnished to Regina Blair at: regina.g.blair@usace.army.mil. Quotes are due by 09/23/13 not later than 05:00 PM CDT. DELIVERY FEES SHALL BE INDEPENDENTLY PRICED AT LINE ITEM 0002. B. Any electronic files (EMAIL with Attachments) CANNOT EXCEED this Agency's size limit of 20MB; files exceeding this size will be denied access to Ms. Beard's and Ms. Blair's email inbox's. C. The Contractor is also required to fully complete and submit the Representations and Certifications that are located in this Solicitation (RFQ) (See Section K). D. Ensure to include the following documents as part of your proposal submittal: a fully completed Bid Schedule (Section B of the RFQ) and Completed Representations and Certifications (Section K of the RFQ).
