- Drawing of Conveyor System Configuration This is a notice of a proposed contract action published to notify potential sources that the USDA, Animal Plant Health Inspection Service (APHIS), Plant Protection and Quarantine Services (PPQ) contracting office intends to issue a sole source award to AutoPak Engineering Corporation for the purchase of two (2) conveyor belts systems for their inspection area at Luis Munoz Marin (LMM) airport in Carolina, Puerto Rico. The award will be to purchase the manufacture and installation of two Autopak Engineering brand conveyor belt systems. The USDA, APHIS intends to award a firm fixed price purchase order for $81,080.00. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Therefore, this sole source award is being made pursuant to FAR 13.5 and FAR 6.302-1, only one responsible source and no other company will satisfy agency requirements. This notice of intent is not a request for competitive quotes, however, interested persons may identify their interest and capability to respond to the requirement or submit quotes. All quotes received within 7 calendar days after date of publication of this notice will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The USDA, dictated by 7 CFR 318.13, requires every passenger traveling to the continental US to have its luggage inspected by a USDA official. The inspection located in the LMM airport is assisted by x-ray machines and supporting equipment like inspection tables and conveyors. If prohibited goods are detected by the x-ray machines, the luggage is diverted by means of conveyors to an inspection table for a more thorough inspection. The conveyor system facilitates the handling of high volume of luggage for the enforcement of agricultural regulations. The reason for these conveyors is to move luggage through our inspection area. The USDA is purchasing two Autopak Engineering brand conveyor belt systems ergonomically constructed to allow easy retrieval of luggage while still in movement and designed to have minimal down force friction and horizontal resistance. Following is a description of the system.   1. SS BELT CONVEYOR a. Dimensions: 48" wide X 4'-0" long b. Construction c. Stainless steel 304, gage 12 d. All welds grounded and polished e. Drive. 1/2 HP Drive roller with fixed speed f. Belt. White low friction belt - 46" wide g. QTR System: Quick belt tensioning device that enables the belt to be cleaned without the need of an adjustments h. Return Rollers. Individual PVC return rollers i. Legs. 1-1/2" Ø SS 304 gage 16 tubing j. Articulated foot - Reinforced polyamide with stainless steel thread and nut k. 2000 lb. maximum static load - Available with holes for floor mounting 2. REMOTE CONTROL STATION a. Pushbutton station with Start/Stop two position switch, enclosure and mounting bracket 3. SAFETY BARRIER a. Safety barrier 6'-0" high X 14'-0" long b. 7 rectangular sections 24" wide X 6'-0" high consisting of stainless steel square tubing 2X2X1/8 with clear ½" thick polycarbonate sheets c. Anchor to the X-Ray machine floor and an additional post at the chute area 4. SS CHUTE a. SS gage 12 polished to a #4 finish b. 48" wide X 6'-0" long 5. INSTALLATION a. Delivery, position in place and start-up b. Supply supervision, labor, and insurance to install the equipment in the LMM airport. c. The installation will be performed during normal working hours on approximately 2 days. d. Startup of the conveying system. The Luis Munoz airport has changed their configuration and the inspection areas where PPQ performs their functions is being consolidated into one area. Due to this consolidation two new conveyors need to be purchased to complete the layout for the required functions. Any conveyors added to the existing configuration must be capable of connecting to the existing conveyors as well as the x-ray machine and inspection tables. If an AutoPak conveyors is not purchased the new conveyor equipment will not be compatible and capable of connecting to the existing equipment. It would not be cost effective or practical to purchase all new equipment. To purchase all new equipment would cost the government an estimated $150,000.00. See the attached drawings which display the interconnectivity of the equipment. AutoPak is the sole manufacturer of this conveyor system that was purchased by the USDA. Several years ago, AutoPak was chosen as the awardee on a competitive acquisition to provide a conveyor belt system which includes the conveyor's, roller tables, inspection tables and ramps. This conveyor system connects with the x-ray equipment used for baggage screening. It is essential to have an interconnected system in order to provide efficiency of operation, meet demands of the public and for an uninterrupted flow of baggage into the secondary inspection area and back to the passenger. Autopak Engineering exclusively manufactures these conveyor systems. No other manufacturer has the designs to the current system and it is only available directly from the manufacturer. There are no aftermarket parts or licensed service providers for the Autopak brand.
