- The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), in Beltsville, MD, intends to negotiate on a sole source basis under the Simplified Acquisition Procedures with American Society for Nutrition, 9650 Rockville Pike, Bethesda, MD, 20814-3998, for electronic access via the internet for all USDA users for Nutrition Science Collection journals, including The American Journal of Clinical Nutrition (AJCN), The Journal of Nutrition (JN), and Advances in Nutrition. NAL requires electronic access via the internet to ASN Nutrition Science Collection journals for use by all USDA employees, authorized public on-site users cooperators and volunteers working on behalf of USDA and acting within the scope of their relationship with USDA. Access should include perpetual data rights to the content that is made available to USDA during the performance period. The contractor shall provide, on request by USDA, all subscribed-to purchased content in a mutually agreed-upon non-proprietary format. The National Agricultural Library (NAL) is mandated (7 U.S.C. 3101) to serve as the primary agricultural information resource of the United States. One of its functions in that role is the acquisition of information in all aspects of agriculture and allied sciences. In support of this function, the NAL acquires journal publications in electronic format from publishers and makes the journals accessible to USDA employees and library patrons via the internet. In keeping with its charge to collect agricultural and related information, it seeks to maintain a collection of publications in various formats from a variety of publishers and sources. Publishing timely and important findings in basic, clinical, and emerging nutrition science research, the society journals are the premier journals in the field of nutrition. In addition to research reports, journals enhance content by providing commentaries and critical reviews written by leaders in the scientific community and special supplement issues on topics in nutrition. The American Journal of Clinical Nutrition (AJCN) is the highest ranked peer-reviewed journal in nutrition and dietetics. In publication since 1952, AJCN publishes the latest findings in basic and clinical studies relevant to human nutrition. AJCN was selected by the Special Libraries Association (SLA) as one of the top 100 most influential journals in Biology and Medicine over the last 100 years. AJCN is an important resource for researchers and practitioners in the field of clinical nutrition. The Journal of Nutrition (JN), published since 1928, was the first journal dedicated to publishing original, peer-reviewed research in all areas of nutrition. JN provides the latest research on a broad spectrum of topics of vital interest to researchers, students, policymakers and all individuals with interests in nutrition. Advances in Nutrition, in publication since 2010, publishes review articles that highlight the significance of recent research in nutrition and illustrate the central role of nutrition in the promotion of health and prevention of disease. The circumstance permitting other than full and open competition is FAR 6.302-1 and 41 USC 253(c)(1), only one responsible source and no other type of supplies or source will meet agency needs. The publications provided by the vendor are unique and proprietary and only the vendor can provide access to and ownership. No other source, such as other electronic resource providers, may deliver the contents of the databases without acquiring access from the publisher. The above publisher is the only source determined capable of supplying NAL's requirements for electronic access via the internet for all USDA users. The North American Industry Classification System (NAICS) code 511199 is applicable. This is a lowest price, technically acceptable procurement. Anticipated Date of Award: 09/27/2013 THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
