Description
The Department of Labor, Mine Safety & Health Administration, intends to award a sole source contract under the authority as implemented by FAR 13.106-1(b)(i) - For purchases not exceeding the simplified acquisition threshold. Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name or industrial mobilization) Only one responsible source and no other supplies or services will satisfy agency requirements, to Compucom, Inc., 1401 West Carson Street, Pittsburgh, PA 15219-1029 for a software maintenance agreement that covers the MIMS electronic document management system for the Approval and Certification Center located at 626 Cochrans Mill Road, Pittsburgh, PA 15236. The MSHA Imaging Management System (MIMS) is an electronic document management system that was designed to provide document access and control processes required to manage records used in the Center's technical support role. The system currently holds nearly one million pages of engineering drawings, approval letters, test results, field modifications, final reports, photographs, and other related technical and administrative documentation. MIMS provides for streamlined document retrieval and document sharing, playing a critical role in the Center's operations. MIMS is a production system that includes imaging hardware (optical jukebox, scanners, and support servers) along with imaging software (ApplicationXtender suite of products from EMC). This maintenance agreement covers the technical support required to : (a) cover onsite hardware service; (b) ensure continued software support through release upgrades; (c) ApplicationXtender (AX) technical consulting and troubleshooting services; and (d) assist with development of customized AX interfaces and approval record conversion efforts. Services included but are not limited to the AX software packages currently used in production at the A&CC. Support is provided for the current release plus one back version. This order includes regularly scheduled preventative maintenance on one Plasmon Optical Jukebox (Model M20-J) one Fujitsu Color Scanner (Model 4120C) one Vidar Wide Format Scanner (Model Select P42) and two Kodak Color Scanners (Model il420) and maintenance on per-call, time/materials basis for one Minolta Aperture Card Reader/Printer (Model RP509) one Minolta Desktop Type Microfilm Scanner (Model MS3000) and one AM Bruning Microfiche Reader (Model DC 580 AE). This action will result in a firm fixed price contract. The period of performance will commence on or about October 1, 2013 for a twelve (12) month period ending on or about September 30, 2014. The NAICS code for this requirement is 518210 with a size standard of $25 million. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals. Phone calls will not be accepted.
