- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ) Notice Number NNA481664Q. NASA/ARC has a requirement for Pilot Proficiency Flight Time. This requirement is a small business set aside with NAICS code 611512 and a small business standard of $12.5 million. This requirement is to purchase proficiency flying time which will maintain the qualification of the NASA pilot. Requirements will include 100 hours of flight time to be completed in the next 9-12 months. Proficiency flying time is sought in a combination of exposure to complex and high performance airplanes, as defined by Federal Aviation Regulation FAR 61.31(e) & FAR 61.31(e), and exposure to a glass cockpit and IFR (Instrument Flight Rules) equipment. Flying must be in proximity to the San Francisco Bay area and NASA Ames Research Center. Quotes are being requested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than September 14, 2013 to franco.a.cuevas@nasa.gov. All interested parties MUST be registered in System for Award Management (SAM) and have a D&B DUNS number before award is made. D&B DUNS number, Self-registration and certification in SAM is required for all government contracts. These representations and certifications will be incorporated by reference in any resultant contract. 1852.215-84 Ombudsman. (NOV 2011) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes. Therefore, before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
