Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is VA262-13-Q-1736 and is issued as a Request for Quote (RFQ) unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69. The associated North American Industrial Classification System (NAICS) code for this procurement is 811211with a small business size standard of $10.0M.This requirement is unrestricted and only qualified offerors may submit quotes. The solicitation will start on the date this solicitation is posted and will end on September 17, 2013 at 2 PM PST. FOB Destination shall be North Las Vegas, NV 89086. The VHA NCO 22 - 593 - Southern Nevada Healthcare System requires the following items: This is a non-personnel services contract to provide LMR Infrastructure Hardware Support Maintenance. The contractor shall furnish all labor, materials, travel, lodging and any other supplies or equipment necessary to provide maintenance coverage on all the LMR infrastructure equipment installed currently as part of the Nellis Air Force Base, Department of Energy, and VA LMR joint system. The maintenance coverage will be on a 24 hour per day, 7 day per week basis. All maintenance activities will be coordinated with the appropriate VA point of contact. The VASNHS and Nellis AFB have a Memorandum of Agreement (MOA) that allows them to share a federal trunking system. It states that no party is allowed to place third party software/hardware onto the system with prior approval from Harris Corporation, as to avoid voiding any factory warranties/support. It is REQUIRED that any vendor awarded the service contract has factory-certified technicians to allow them to contact Harris TAC support and utilize only Harris Factory parts. Contractor will utilize the Harris Repair and Return facility for any repairs that are not able to be repaired in the field. Harris depot facilities are staffed with factory trained Master Technicians. On an annual basis, contractor will provide operational test and alignment of VA infrastructure and fixed network equipment to ensure the equipment meets original manufacturer's specifications and system design. At a minimum, all replacement parts will be equal in quality and ratings to the original parts. Contractor will remove any oil, dust, and/or foreign substances from the equipment, clean filters, if applicable, and measure, record, align, and adjust equipment parameters to the frequency and modulation outlined in reference equipment specifications. Preventative maintenance activity will be scheduled with VA personnel so as to minimize interference with normal operations. Preventative maintenance activities will be documented and a copy provided the appropriate VA personnel no later than 30 days after the completion of the preventative maintenance service. Activities will include but are not limited to: Transmit Frequency, Deviation, Transmitter Power, Reflected Power in Antenna line (VSWR), Combiners and circulator loss, Receive Sensitivity, Audio Output Levels. Contractor shall be available to support this annual preventative maintenance check. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, standards, instructions, and commercial practices. Services shall be provided at the VASNHC locations. Estimated Period of Performance September 23, 2013 - September 22, 2014 with three option periods.
