- Request for Information (RFI) for Alternate Restraint Tether (N00019RFI00011) It is the Government's intent to perform market research in support of the procurement of an alternate restraint tether system for all rotary wing aircraft. The purpose of this request for information is to identify candidate systems that meet the Government's requirements as reflected in this announcement. Candidates should submit a statement as set forth below. THE PURPOSE OF THIS REQUEST FOR INFORMATION IS FOR PRELIMINARY PLANNING PURPOSES ONLY. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT FOR ANY PURPOSE OTHER THAN MARKET RESEARCH. FURTHER, THE GOVERNMENT IS NOT AT THIS TIME SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. THE GOVERNMENT IS IN NO WAY LIABLE TO PAY FOR OR REIMBURSE ANY COMPANIES OR ENTITIES THAT RESPOND TO THIS ANNOUNCEMENT. NO CONTRACT SHALL BE AWARDED BASED SOLELY ON RESPONSES TO THIS MARKET RESEARCH. The government prefers an off the shelf alternate restraint lanyard that will work across all rotary wing platforms. The goal is to deliver to the Special Operations Community an alternate restraint tether that will properly retain them in the event of a crash while operating in a seats out/up configuration. In order to meet performance and operations requirements it is requested that both a 4,000 lb. and a 5,000 lb. tether be developed for evaluation. The tether will need to attach to an operators riggers belt and to the anchor cable or deck rings in the aircraft. As the tether is equipment worn by an operator in the field, weight is a key design consideration. The following attributes are required: •· Maximum operational length of the individual restraint tether shall not exceed 18 inches when fully extended (small helicopter operations), 30 inches for other rotary wing aircraft. Extended length is designed not to exceed an arm's length so that the end of the tether is always within the individuals grasp. •· All hardware used shall meet the ANSI Z359 standard. •· If a snap shackle is used the retaining pin shall be swaged or similar such that it shall not fail if the pull ring is broken. •· If a carabineer is used it shall be locking. •· Hardware other than snap shackles and carabineers will be considered. •· Webbing and stitching with parachute grade thread shall have a tensile strength of 4,000 lbs., 5,000 lbs., or greater depending on configuration. •· Assembled restraint system shall have a minimum ultimate tensile strength of 4,000 lbs. or 5,000 lbs. depending on configuration. •· Ultimate strength shall be tested by fixing either end of the tether as it would be operationally and then pulling one end until failure. At this time the Government is not seeking samples; only white papers. White papers shall be submitted no later than 30 October 2013 at which time this request for information shall close. This announcement is NOT a Request for Proposal. The Government will not pay for or reimburse any companies or entities for time spent or materials provided responding to this announcement.
