The Federal Aviation Administration, Northwest Mountain Region, Western Service Area, is conducting a Market Survey/Request for Information to improve the Government's understanding of the current marketplace and to identify capable sources. Responses to this market survey will be used to determine if there is adequate competition to set the requirement aside for Socially and Economically Disadvantaged Businesses (SEDB/8(a)), Small Businesses, Service Disabled Veteran Owned Small Businesses (SDVOSB), etc. This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1. This survey will support market research obtained from multiple sources and will be utilized for planning purposes only. No contract of any kind will be a result of this announcement The purpose of this Market Survey is to seek competent and qualified contractors to perform all work necessary for the construction of a new Doppler VOR at the Pasco Airport in Pasco, WA.. The following is the summary of work. The NAICS Code for this is: 237130 Power and Communication Line and Related Structures Construction. With a size standard of $33.5 million Estimated cost is between $1,000,000.00 and $5,000,000.00 The work covered under this specification includes the installation of one Doppler Very High Frequency Omi directional Radio Range (DVOR) and the demolition of one conventional VOR and site restoration including all associated duct banks, hand holes, transformers and power racks serving the Tri Cities (Pasco) Airport. As a part of the project, the following options will bein effect: Re setting of the PSC 30 PAPI LHAs and PCA rack. The PCA rack rebuild will reuse all components but will require a new TVSS as a part of the installation. Relocation of the wind instrument (WEF) to the new DVOR site. Work includes all work at the new DVOR site as per the plans and demolition of the old WEF site including underground duct banks. Relocation of the Distance Measuring Equipment (DME) to the new DVOR site. Work includes all work at the new DVOR site as per the plans and demolition of the old DME site including underground duct banks. Note: The contractor shall acknowledge, coordinate and adjust their construction schedules to accommodate the airport construction milestones. The construction bid shall incorporate these construction constraints as a part of the overall bid. The contractor is required to furnish all labor, materials (except Government furnished), services, equipment, insurance, bonds, security notifications, licenses, permits, and fees in accordance with applicable federal, state and local regulatory requirements to complete the specified work. Any miscellaneous labor, equipment and/or materials not specifically detailed or specified, but required to complete the project, shall be provided as an integral part of the work. The dimensions, measurements, and quantity of materials listed in this specification and on the construction drawings are estimated and are presented to give the contractor an idea of the total scope of work. The contractor is strongly encouraged to make a site visit to verify the existing conditions, quantities of materials, and amount of work required.
