- The U.S. Environmental Protection Agency (EPA) Office of Enforcement and Compliance Assurance (OECA), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to Nippon Instruments North America for purchase of a Model RA-4500 Mercury Analyzer with a two year warranty, along with installation and training. Scope and Capabilities: The objective is to replace obsolete equipment through purchase of a mercury analyzer while maintaining the low reagent use and low waste generation afforded by use of a combined digestion and analysis unit. The unit must combine the digestion step with the analysis step in one integrated unit, which results in a wide linear dynamic range and low detection limits. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. The Nippon Instruments RA-4500 Mercury Analyzer is the only mercury analyzer available that will allow continued low chemical use and low waste generation (both reagent and sample amounts are greatly reduced over traditional instrumentation), no compressed gas use required, and efficient use of analysts? time. Cross-contamination of samples is also decreased. Only small amounts of sample and reagents are needed for the instrument-combined digestion and analysis. All of the combined sample digestion and analysis can be completed in one day with the RA-4500. All other mercury analyzers on the market require an initial digestion of the samples which is a time-consuming task that requires a greater quantity of reagents and sample than would be consumed by the instrument during the mercury analysis step (more chemical waste is leftover at the end of the analysis). Additionally, the RA-4500 is compatible with existing consumable su pplies which would have to be purchased at additional expense for any other available system. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 5 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses is solely within the discretion of the Government.
