- Notice of Intent to Sole Source Contract The Southern Regional Contracting Office, Fort Hood, TX intends to award a Firm Fixed-Priced sole source, contract to Abbott Medical Optics (AMO) Sales and Service, 1700 E. St Andrew Place, Santa Ana CA 92705, for continued maintenance of the Government-Owned, IntraLase FS Laser Serial #0308-60084. The IntraLase FS Laser is utilized by the Department of Ophthalmology Services, at Carl R. Darnall Army Medical Center (CRDAMC) for LASIK procedures on active duty personnel, family members, and beneficiaries. The IntraLase FS Laser gives the surgeon the ability to gather precise and specific information from the patients' cornea, and create a custom flap on the cornea. This technology results in faster healing and recovery rates after LASIK surgery than standard methods. The requested action seeks a sole source maintenance contract of a base year and three (3) - 12 month option periods. This action is being procured in accordance with FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, on or about 25 Sep 2013. The IntraLase FS Laser was developed and manufactured by Abbott Medical Optics (AMO) Sales and Service, and AMO retains the proprietary rights. AMO is the only authorized vendor and only vendor with certified technicians to service this equipment. No other company is expected to respond to the requirement. A Sources Sought Notice for the Maintenance of an IntraLaser was posted to FedBizOps from 25 Jun 2013 through 15 Jul 2013 using solicitation number W81K00-13-R-0042. The notice indicated that statements of capability may be submitted in response to the notice. No vendors replied to the Sources Sought Notice and the only capable vendor revealed by the research was AMO Sales and Service. On 17 Jul 2013 a letter was received from AMO Sale and Service stating AMO Sales and Service is the sole supplier and authorized service provider in the U.S.A. for the above Laser. Due to the fact that AMO manufactures the IntraLase FS Laser System and maintains the proprietary rights to the system; award to any other maintenance service provider, rather than the authorized incumbent, could be potentially detrimental to healthcare services at CRDAMC, the DoD, and all beneficiaries, resulting in unacceptable delays, service disruption, and possible increase in expenses. The NAICS Code for this requirement is 811219, with a small business size standard of $19.0 Million. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency before the intended award date. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement.
