- The Naval Medical Logistics Command (NMLC) awarded a sole source contract under the authority of FAR 6.302-1 to Human Systems Solutions, Inc. (HSS), 1672 Main St., Ste E #217, Ramona, CA 92065-5257 for a single non-personal services contract that provides for the services of a Senior Scientist to provide research and development services for clinical research protocols at the Navy Warfighter Refractive Surgery Center (NWRSC). These services will improve the quality of patient care, increase quality of surgical outcomes, support graduate medical education, foster medical staff development, and investigate and establish the use of new technologies and devices for the delivery of world class health care services. The Senior Scientist will have primary responsibility for development, coordination, and implementation of clinical research protocols in the areas of visual performance, optical aberration, quality of vision, operational vision assessments, visual simulation, and the outcomes of refractive surgery, to include but not limited to photorefractive keratectomy (PRK) and laser in-situ keartomileusis (LASIK). The Senior Scientist will complete final integration and validation of the combat driving simulator to prepare it for use in evaluating simulated vision performance in future clinical trials at NWRSC, located at the Naval Medical Center, San Diego, CA. HSS was previously involved in the development and validation of the aircraft carrier landing simulator, as well as in modifications to add a combat driving vision performance simulator. Therefore, they are currently the only vendor possessing the technical knowledge and first-hand experience in using this simulator. The period of performance for this contract is 12 months, and the total awarded value is $123,311.48.
