Description
The National Cancer Institute (NCI) Laboratory Pathology Branch plans to procure on a sole source basis services to determine metabolic changes associated with low fat and high fat diets that may lead to increased/reduced tumor burden in the presence or absence of thrombospondin-1 from Metabolon; 800 Capitola Drive, Suite 1; Durham, NC 27713 The products herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System code is 541380 and the business size standard is 14 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: One year from the time of award. The NCI's study titled "Cross-talk between metabolism and nutritional agents in carcinogenesis" has demonstrated that absence of thrombospondin- increases tumor multiplicity and lowers survival in a murine model of coloncarcinogenesis. The aggressiveness of the tumors seems to be regulated in part by difference in diet exposure. NCI's preliminary data suggests that cell metabolism is globally affected between these phenotypes and a more in depth analysis is needed to pin point specific altered pathways. NCI has included the CD47 strain in the study to continue in vivo studies on the differences we observe in mice after exposure to ionizing radiation that were started with metabolon with in vitro experiments. Currently NCI's lab does not have the capability to perform the specific measurement of global changes in metabolism needed to complete this project. The contractor shall: • Determine metabolic changes that predispose to increased tumor multiplicity and burden associated with the absence of thrombospondin-1 in the C57BL/6J-ApcMin/J (Apc-Min) strain which is highly susceptible to spontaneous intestinal adenoma formation. In addition, NCI plans to gain insight into the pathways that are involved in the increased survival CD47 null mice exposed to ionizing radiation. • Obtain a detailed and global understanding of the metabolic state of cells exposed to ionizing radiation including the parallel measurement of more than 100 biochemical analytes per sample. We require a detailed analysis of cell metabolism changes as a result of radiation and the presence or absence of CD47.This study shall provide new drug targets for radiation protection therapy and colon cancer. Metabolon is the only known entity to provide global, chemocentric metabolomics service using its proprietary database to known biochemical compounds that allow for the identification of biochemical's used to understand both affected and unaffected biochemical pathways. This is not a solicitation for competitive quotations. However, if any interested party, especially a small business, believes they can meet the above requirement, they may submit a proposal, quote or capability statement. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. The proposal must be received at the NCI Office of Acquisitions on or before 12:00 PM EST on September 19, 2013. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
