- SOFA Agreement Djibouti SOP Djibouti ManHole Cabling Draft PWS Sources Sought Notice This Sources Sought Notice seeks market base sources for acquisition planning. The support services include on-site communications Outside Plant (OSP) and analog Inside Plant (ISP) cable infrastructure Engineering and Installation (E&I) services, updates/revisions of OSP communications infrastructure drawings and manhole butterfly documentation, Subject Matter Expert (SME) review of Camp Lemonnier Djibouti Excavation Permits as well as related excavation documentation, and SME Project Management oversight support for NCTL DET DJ C3 OSP projects at CLDJ. Scope of work includes providing engineering and installation support of cable plant requirements and documenting the changes to the communications cable plant at CLDJ. All scope efforts shall comply with documents and references noted in PWS Paragraph 6.0. Installation support will include, but not be limited to analog ISP/OSP cabling (fiber/copper) installation in compliance with DoD Protective Distribution System (PDS) policies where applicable, cable splicing, conduit installation, analog ISP/OSP cabling termination, labeling, testing, cutover, updated As-built documentation including changes to infrastructure, and installation of network active/passive devices (e.g., patch panels, media converters, switches related to analog or DISN transport installs, or other non-network requirement). Support includes all personnel (adequate levels of staffing required to meet functional requirements), labor and transportation as required to provide on-site engineering and installation support at an expected minimum of 10 hours per day, 6 days per week, Monday through Saturday abd be reqyuired to respond to after hour requirements, and/or unexpected emergent requirements or support cutover efforts to minimize scheduled outages. Facilities, equipment, and materials designated as government furnished will be available for use by the Contractor.
